CHAPTER I
THE PRESIDENT
§ I . Powers. The President shall have charge of the educational administration of the Uni-
versity, and shall be the Chairman of the University Council, and of every Faculty and
Administrative Board established by the Trustees. His concurrence shall be necessary to every
act of the Council or of a Faculty or of an Administrative Board, unless, after his nonconcur-
rence, the act or resolution shall be again passed by a vote of two-thirds of the entire body
at the same or at the next succeeding meeting thereof. In all cases where there shall be non-
concurrence between the President and a majority of the Council or Faculty or Administra-
tive Board present at the time, the names of those voting on each side shall be entered on the
minutes, and each member shall be entided to have entered on the minutes his reasons for
his vote.
§2. Duties. It shall be the duty of the President:
a. To take charge and have care of the University generally, of its buildings, of its grounds
adjacent thereto, and of its movable property upon the same.
b. To call meetings of the University Council, and of the several Faculties and Adminis-
trative Boards and to give such directions and to perform such acts, as shall in his judgment
promote the interests of the University, so that they do not contravene the Charter, the
Stamtes, or the resolutions of the Trustees, or of the Council or Faculties or Administrative
Boards.
c. To report to the Trtistces annually, and as occasion shall require, the condition and
needs of the University.
d. To administer discipline in such cases as he deems proper.
§3. Acting President. In the absence or disability of the President, pending action by the
Trustees, the Deans and Directors who are in the regular performance of their duties shall
perform the duties and exercise the authority of the President in the following order: Dean
of the Faculties of Political Science, Philosophy, and Pure Science; Dean of Columbia Col-
lege; Dean of the Faculty of Engineering; Dean of the Faculty of Law; Dean of the Faculty
of Medicine; and the Directors as named in Section 20, in the order of their seniority in the
service of the University.
§4. Leave of Absence. The President shall have power to grant leave of absence for rea-
sonable cause, and for such length of time as he shall judge the occasion may require. Such
leave of absence shall be entered upon the minutes of the appropriate Faculty.
In the case of professors absent on leave, the President shall have power to make such
temporary arrangements for the work of the University as he may deem proper, provided
that no expenditure shall be incurred beyond the compensation waived in each case by the
absent professor, and provided, further, that no part of such funds shall be used to give addi-
tional pay to any one already in the service of the University, except with the consent of the
Trustees. The President shall report the details of every such arrangement at the next meeting
of the Trustees.
§5. Scientific Tests. The President shall have power to permit members of the staff of
instruction to use the various laboratories of the University for scientific tests or experiments
under arrangements to be approved by the President, provided such use does not interfere
with the normal use of the laboratories for the purposes of instruction and research.
§6. Degrees and Certificates. The President shall have power, when the requirements
of the Statutes have been satisfactorily fulfilled, to confer degrees and to award certificates
as follows:

a. The degree of Bachelor of Arts upon the recommendation of the Faculty of Columbia
College.
b. The degree of Bachelor of Science upon the recommendation of the Faculties of Engi-
neering, Business, Library Service, and Medicine, severally.
c. The professional and technical degrees of Bachelor of Laws upon the recommendation
of the Faculty of Law; Doctor of Medicine upon the recommendation of the Faculty of Medi-
cine; Engineer of Mines, Civil Engineer, Metallurgical Engineer, Electrical Engineer, Me-
chanical Engineer, and Chemical Engineer, upon tlic recommendation of the Faculty of
Engineering; Bachelor of Architecture upon the recommendation of the Faculty of Archi-
tecture; and Doctor of Dental Surgery upon the recommendation of the Faculty of Medicine.
d. The degrees of Bachelor of Science in general studies and in optometry. Master of Arts,
Master of Science, Master of Laws, Doctor of Philosophy, Doctor of Medical Science, Doctor
of Education, Doctor of the Science of Law {Juris Scientiae Doctor), and Doctor of Public
Health upon the recommendation of the University Council.
c. The degree of Bachelor of Arts upon the recommendation of the Faculty of Barnard
College, in accordance with the agreement between the University and that College, dated
January 19, 1900.
f. The degree of Bachelor of Science upon the recommendation of the Faculty of Teachers
College, in accordance with the agreement between the University and Teachers College,
dated June 8, 1915.
g. The degrees of Pharmaceutical Chemist, Bachelor of Science in pharmacy, and Doctor
of Pharmacy upon the recommendation of the Faculty of Pharmacy, in accordance with the
agreement between the University and the College of Pharmacy, dated March 15, 1904.
h. The certificate of Bachelor of Arts for academic record and national service, upon the
recommendation of the Faculty of Columbia College.
i. Such certificates for attendance and academic performance as the University Council
may from time to time approve.
§7. Loan of Collections. The scientific collections of the University shall not be loaned,
in whole or in part, except by permission of the President. The President shall report the
details of every such arrangement at die next meeting of the Trustees.

§21. Term of Office. The term of office of an elected representative in the Council shall
begin on the first day of July next succeeding his election and shall be for three years, except
that elections to fill a vacancy shall be for the unexpired term.
§22. Duties. It shall be the duty of the Council in its advisory capacity:
a. To report to the Trustees its opinion as to any exercise of power proposed by a Faculty
under Section 32.
b. To submit such proposals to the Trustees or to the President or to the several Faculties
as in its judgment may serve to increase the efficiency of University work.
c. To consider any question that may arise as to the conduct or efficiency of any officer of
administration or instruction, and to report thereon to the Trustees through the President.
§23. Powers. The Council, subject to the reserved power of control by the Trustees, shall
have power, and it shall be its duty:
a. Ph.D. and Jtir.Sc.D. Degrees. To prescribe, by concurrent action with the Faculties of
Political Science, Philosophy, Pure Science, and Law, severally, the conditions upon which
the degrees of Doctor of Philosophy and Doctor of the Science of Law Qtiris Scientiae
Doctor) shall be conferred, and to recommend candidates for such degrees.
b. Med.Sc.D. and D.P.H. Degrees. To prescribe, by concurrent action with the Faculty of
Medicine, the conditions upon which the degrees of Doctor of Medical Science and Doctor of
Public Health shall be conferred, and to recommend candidates for such degrees.
c. Ed.D. Degree. To prescribe, by concurrent action with the Faculty of Teachers College,
the conditions upon which the degree of Doctor of Education shall be conferred, and to
recommend candidates for such degree.
d. A.M. Degree. To prescribe, by concurrent action with the Faculties of Political Science,
Philosophy, Pure Science, Teachers College, and Union Theological Seminary, severally, the
conditions upon which the degree of Master of Arts shall be conferred, and to recommend
candidates for such degree.
e. M.S. Degree. To prescribe, by concurrent action with the Faculties of Medicine, Engi-

I'ost-Graduate Medical School, and die New York School of Social Work, severally, the con-
diuons upon which die degree of Master of Science shall be conferred, and to recommend
candidates for such degree.
f. M.B.A. Degree. To prescribe, by concurrent acdon with the Faculty of Business, the
conditions upon which the degree of Master of Business AdministraUon shall be conferred,
and to recommend candidates for such degree.
g. LL.M. Degree. To prescribe, by concurrent action with the Faculty of Law, die condi-
tions upon which the degree of Master of Laws shall be conferred, and to recommend
candidates for such degree.
h. B.S. Degree. To prescribe the conditions upon which the degree of Bachelor of Science
in general studies and in optometry shall be conferred, and to recommend candidates for
such degree.
i. College Courses. To prescribe, by concurrent action with the Faculties of Columbia
College and Barnard College, severally, the extent to which courses offered by other Faculties
and leading to graduate or professional degrees or diplomas shall be included in the programs
of studies of said colleges, and the conditions upon which such courses may be elected by
candidates for a nonprofessional first degree.
j. Barnard College. To prescribe the manner in which the degree of Bachelor of Arts con-
ferred upon graduates of Barnard College shall be maintained at all times as a degree of equal
value with the degree of Bachelor of Arts conferred upon the graduates of Columbia College.
k. Other Institutions. To adopt regulations, subject to approval by the Trustees, providing
for the proper execution, as regards educational matters, of agreements that are now in
existence or that may hereafter be made between the University and such other educational
institutions as are now or may hereafter become afliliated with the University, and to pre-
