THE COVER



TAYLOR SAW MILL

Derry, N. H.
This historic site is believed to be the last up-down
sawmill in the United States. Owned by Robert
Taylor, it was operated from 1805 until after the
Civil War. In recent years it has been restored to
operational conditions.

SELECTMEN'S LETTER



The year 1975 was one of considerable accomplishment
which was overshadowed by the revelation, in November, that the
Town and the Water Department had made payments for
materials not received of over $138,000. during the past four
years. The effect of these transactions is reported in Note A, to
the financial statements, appearing at the end of the Budget
Details of this Town Report. We have approved several
improvements to the existing internal control procedures which
require more independent checking of transactions prior to
payment in order to reduce the possibiUty of such occurrances in
the future. In addition, we are proposing bonding of all
employees in order to provide additional protection to the Town.

In June of 1975, the Town began using its new two milhon
gallon water tank. This tank provides an important increase to the
storage capacity of the water system for fire protection and peak
water system needs.

The main sewer pumping station, which was destroyed by an
explosion in 1972, has been rebuilt and is now in operation. This
facility provides us with an effective means for disposing of septic
tank truck wastes as well as improving the operation of the
municipal sewer system.

In 1975 the Assessor with two Manpower Program supphed
assistants reviewed all properties in the Town to ensure that the
information we were using for establishing assessments was
accurate. While the program was not universally popular, it
enabled us to ensure that properties in the Town are fairly and
equitably assessed at a cost which was far less than a complete
outside revaluation.

The Board of Selectmen has approved the organization of a
PubHc Works Department which will include the operations of
Town Engineer, Highway, Water and Sewer Departments under a
Director of Public Works. We believe this reorganization will
result in more efficient operation of these departments which
have many common functions.



The Selectmen's proposals for 1976 have as an objective
maintaining a reasonable level of Town services and providing for
the future needs of the Town without over burdening the
taxpayer. If adopted, the budget as proposed by the Board of
Selectmen and the Recreation Commission would result in a
Town portion of the tax rate which will be somewhat increased
over 1975, but will still be lower than the Town portion of the
tax rate in 1970.

We have proposed an ambitious road program which includes
two 1975 projects which were not done; rebuilding North Shore
Road (Beaver Lake) and improving the intersection of Broadway
and Crystal Avenue. In addition, we are proposing continuing
rebuilding Tsienneto Road, major drainage improvement work on
High Street plus considerable sealing and routine maintenance. In
order to provide the engineering support required to accomplish
this level of activity, we have proposed the permanent addition to
the Town staff of an Engineering Assistant and Secretary. These
positions are currently being staffed by Manpower Program
supplied employees.

The Town's sewer treatment plant does not provide the
quality of treatment required to meet State and Federal
regulations. In addition, the existing load plus the outstanding
commitments on the system will use the entire capacity of the
treatment plant.

Accordingly, we are recommending approval of Phase II of the
Facility Plan which is the design of the treatment facilities to
provide the required quality of treatment and the capacity to
meet the Town's future needs. Federal and State aid will cover
95% of the cost of this project.
