enforcement officials can use any means necessary to remove
the animal, with no legal recourse from the car owner, for any
damage done in the process.

There were 26 chickens killed by your family pets. We
issued 66 nuisance abatements with fines, to errant dog
owners, as well as 10 summons for unlicensed dogs. We also
issued 99 warnings . and 119 license orders. There are still



many, many unlicensed dogs in Derry, and sooner or later we
will catch up with their owners. They will be ordered to
license or appear in court.

We collected $5,861 .00 in fees and fines during the year.

We want to say thanks to the other departments in town
who have given us a helping hand during the year, and
especially to the "guys" and "gals" at the police department
who are always there when we need them.' We want to thank
the citizens of Derry who have donated food and blankets to
the kennel, and everyone else who have in some way made life
easier for us.

1989 Conservation Commission Report

Commissioners were kept busy visiting the sites of 38
Dredge & Fill Applications, same number as last year,
submitted to us, before making our recommendations to the
State Wetlands Board. We also at our twice monthly
meetings, investigated five complaints, responded to three
requests for assistance and reviewed 22 site plans.

The Commission continues to fund a water quality study of
both Beaver Lake and Island Pond. Recently because of the
database acquired from this study, the State received lOOK
from the Federal Government to pinpoint and recommend
ways to eliminate pollution in Beaver Lake.

A great deal of the Commissions time and effort was spent
on the proposed Derry Commerce Center to be located on
Route 28 near Scobie Pond Road. Initially the developer
proposed filling in over ten acres of wetlands. However, after
many meetings with the developer, and a great deal of
support from the Planning Board and the Zoning Board of
Adjustment, the impact was reduced to less than two acres.

The Commission continues to attempt to acquire conserva-
tion easements around Ballard Marsh using the States Land
Conservation Investment Program. The N.H. Fish & Game
Department is interested in protecting the diverse wildlife
habitat at the marsh. The Commission beUeves that the
creation of a buffer will also preserve the other wetland
functions at this beautiful marsh.

The Planning Board with the support of the Commission
adopted into the Master Plan a Water Resource &
Management Plan prepared by the Southern Rockingham
Planning Commission. The adoption of this plan will enable
the Planning Board to address such issues as, aquifer
protection, underground fuel tanks, point & non-point
sources of pollution. The Commission has offered its
assistance in addressing these issues.

In June we installed a beautiful hand carved sign, by Merle
Johnson, on the Webber Memorial Forest at the intersection
of Drew Road and North Shore Road. The sign was donated
to the Commission by Henry Webber. The sign outlines the
property and its diverse features.

Various Boy Scout troops utihzed the Joshua Morse Con-
servation Area for camping and other scouting activities. This
winter we are receiving wood duck nesting boxes from N.H.

Fish & Game. Hopefully the Scouts will be assisting us in
their placement and maintenance at locations on various
Commission managed land.

At this writing we have a small timber harvest going on at
the Moore Parcel. This cut will thin out the forest to promote
better growth in the remaining timber stand.

In July the Commission was able to locate and mark the
bounds of the Town Forest. This parcel of land off Olsen
Road was so designated at a town meeting in the seventies.
But neither a deed or map could be located. However with
some research we were able to establish the bounds of this
parcel and will now be able to manage it properly.

In order to increase our knowledge of wetland issues and
proper land use, Commissioners attended the New England
Environmental Conference at Tufts University as well as
work-shops given by the N.H. Association of Conservation
Commissions.

We welcomes this year two new alternates to the
Commission, Connie Ward and Richard Phelan.

Derry Housing and Redevelopment
Authority Report

To date, 1989 has shown some impressive gains by the
Housing Authority in its Section 8 rental assistance program.
The agency has received funding to assist an additional thirty
Derry families and elderly. The Department of Housing and
Urban Develoment money is guaranteed for five years and
traditionally can be expected to be renewed for additional five
year increments.

The Section 8 program provides a rental subsidy to verify
eligible family and elderly. Generally, the assisted tenant
pays thirty percent of their family income towards the rent,
the balance up to a specified maximum, is paid by the local
housing authority. Apartments selected by the program
participants must meet Department of Housing and Urban
Development housing quality standards. Owner participation
is, of course, voluntary.

The Section 8 program has been in effect for over ten years
and is currently the primary vehicle for housing assistance,
reflecting a decline in Public Housing funding.

Housing authorities compete for Section 8 housing funds.
Applications are solicited usually on an annual basis. The
Derry Housing and Redevelopment Authority has been
fortunate this year and received three separate Section 8
allocations.

We will, of course, continue to seek our fair share of
housing assistance funds even though deficit considerations
have resulted in reduced Federal funding.
