YOUR extraordinary massing of troops on Vannes, and
the information transmitted to me by General Hedouville,
lead me to suppose you are threatened with an attempted
landing. If, by good luck, they should land some 15,000 or
20,000 men, see to it, by God ! that not one escapes. I
imagine that if you have not been forestalled, your first
attention will have been given to Fort Penthievre. In any
case, give all orders necessary to insure its being put into
the best possible state of defence. However that may be, I
hope the guns supplied to Georges will soon be in our hands.
No mercy to that ruffian ! Bernier has arrived here. I have
treated him well. He seems inclined to join the Government.

The measures you have taken have completely stripped
the Sarthe, the Mayenne, and the Orne, of troops. About a
week ago I sent General Chambarlhac, with 1600 men, into
the last named Department. He has beaten Frotte, and put
him to utter rout. I am sending a reserve to Verneuil,
consisting of 1 500 men, under the Brigadier of the 43rd
regiment, and 200 dragoons of the 5th, commanded by my
brother, who is Brigadier in that regiment. These two
columns, over 3000 men altogether, made up the whole of
the Paris garrison. I have only one battalion left here. I
should not send you these 3000 men unless a landing had
been effected, or was seriously threatened, and that by a
force of 15,000 or 20,000 men. Send my aide-de-camp
back to me quickly, and send me frequent couriers, so that I
may know what happens in your quarter.

MILITARY DIVISIONS.

GENERAL BRUNE has sent all the troops in the Departments
of the Sarthe, the Mayenne, and the Orne, towards Vannes.
He has also, I should imagine, sent for General Gardanne.
Thus the 22nd and I4th Military Divisions are almost
stripped. My intention is that General Chambarlhac shall
remain fixed in the Department of the Orne, whatever orders
he may receive from General Brune, keeping you informed,
meanwhile, by special courier, of all orders he receives. If,
in consequence of General Brune's orders, General Guidal
has started for Vannes, General Chambarlhac will take chief
command of the Department of the Orne. He will open
correspondence with the generals remaining in the Sarthe
and the Mayenne.

M. Bourmont, who commands the Chouans in that De-
partment, has agreed to the pacification. This does not
make it less necessary for General Chambarlhac to press
sharply on any gatherings that may yet take place, either in
the Orne, the Sarthe, or the Mayenne. For this purpose he
will have strong columns commanded by General Nesle and
General Champeaux. To-morrow you will despatch the
2nd battalion of the 43rd, and the 2nd battalion of the 76th,
with three pieces of light artillery, and the whole of the
5th Dragoons. This column will be commanded by the
Brigadier of the 43rd. It will proceed to Verneuil and
remain there in reserve. You will inform General Cham-
barlhac, who will not call upon it except in imminent
emergency. The commandant of this column will warn you,
by special couriers, of everything which may come to his
knowledge, either in the Evreux direction or in that of
Nogent-le-Republicain. If the Chouans collect in force, he
will pursue them. You will point out that his chief mission
is to keep watch, and to remain at your disposal, according
to circumstances, and to whatever later news I receive.

I HOPE that by this time you have succeeded in destroying
Frotte's main body. I have just placed the I4th Division
under the orders of General Lefebvre, whose headquarters
will continue to be in Paris. A reserve of 1 500 men, com-
manded by the Brigadier of the 43rd, will be at Verneuil to-
morrow. Pursue Frotte wherever he may seek refuge, and
disarm the most disaffected of the districts in your neighbour-
hood. I desire earnestly that my aide-de-camp, whom I
send you, may bring me back news of Frotte's complete
destruction.

TO GENERAL SAHUGUET, COMMANDING THE 22ND
DIVISION, AT TOURS.

I AM assured that Bourmont has not disarmed his bands,
and that there are disturbances in the division under your
command. Use sufficient force against the rebels to over-
whelm them. Send me, by the aide-de-camp I now send
you, the army establishment of your division. Send me
also notes on the Generals and superior officers under your
orders, and also on the central administration of the Depart-
ment and on the municipal administration of the principal
communes. If any mob assembles, march on it instantly,
rout it, and disarm any communes that favour the Chouans.
