SPRINGFIELD'S WELCOME.



The public buildings and a large proportion of the Imsiness
houses^ as well as many private residences, were elaborately and
tastefully decorated, and the entire central portion of the city
was brilliantl}' illuniinated in honor of the Grand Lodge.

At G :45 o'clock Tuesday evening a brass band escorted the
Grand Officers and other members who were disposed to Join the
procession to the State House. Upon arrival there, —

Past Grand Master Alfred Orendorff, as Master of Ceremonies,
ascended the rostrum, and after a brief Address of Welcome intro-
duced successively the following:

Roy ^I. Seeley, City Attorney, representing Mayor Reece, who
delivered a highly entertaining address of welcome to the City of
Springfield.

Brother Charles S. Deneen, Governor, who spoke briefly but
eloqnently as representative of the great State of Illinois.

Brother E. S. Conway, Grand Sire, representing the million
and a half of Odd Fellows of whom he is for the time being the
head, who delivered an address peculiarly appropriate to the oc-
casion.

Grand ^Master Fred B. Merrills, on behalf of the Grand Lodge,
responded in a fitting manner to the welcome extended.

The Grand Marshal, with his assistants, having examined the
members present, reported all correct.

The Opening Ode was sung, and the Grand Chaplain offered
prayer.

The Deputy (irand Piaster, by order of the Grand blaster,
then jjroclaimed the Grand Lodge open for the transaction of
business.

On motion of Bro. Henry Phillips, P.G.M., it was ordered
that consideration of appealed cases be made a special order for
10 o'clock AVednesday morning.

On motion of Bro. E. R. Sayler, of No. 6, it was ordered
that the per diem for this session be computed at three days.

On motiou of Bro. J. Wilson Jones, of No. 191. the Journal
of Proceedings of the Session of 1906 was approved as printed,
without reading.

GRAND MASTER'S REPORT.



To the Grand Lodge of the State of Illinois, I.O.O.F.:

Once more the third Tuesday in November marks the ending of
another year irj the history of Odd Fellowship in Illinois. Only twelve
short months ago I stood before you to assume the obligations of a
great trust and to receive the authority as your Chief Executive Officer.
I come again tonight, but this time to surrender this authority to one
more worthy. The responsibilities, the cares, and the pleasures which
have been mine during these twelve months have been so happily inter-
woven with each other that they have combined to make this year the
shortest and the most pleasant one in my life.

As he who returned from a far country, required an accounting
from his stewards, so it has been your practice to annually require an
accounting from those to whom you have entrusted authority. In
obedience to this custom I herewith submit my report:

STATE OF THE ORDER.

The Order is to be congratulated upon the fact that peace and pros-
perity prevailed in every department. True there have been cases of
individual brain-storm. These do not portend danger. They may well
be likened unto those light, fleecy summer clouds which afford just
enough of contrast to add beauty to the surrounding landscape. It is
only when the mental disturbance, through contagion, becomes general,
and assumes the proportions of a mighty typhoon, that our Fraternal
sky becomes darkened, and our peace and harmony endangered. No
such impending danger may be discerned in our horizon. We have no
strife. With the exception of the individual cases above mentioned,
our only contention is as to who best can work and best agree.

So far as I have been able to discover, the remarkable growth in
numbers which attended the administration of Past Grand Master
Humphrey has practically continued during the year just closed. The
Grand Secretary will give you the figures. The great State of Illinois
is a mighty commonwealth containing more people than were con-
tained in the whole United States at the time their Independence was

acknowledged. Not one tenth of its resources has been developed. Our
Order will keep pace with the development of these resources and the
advance of civilization.

PROCLAMATIONS.

Shortly after installation I sent out the following introductory let-
ter to Lodges, and the announcement of the Standing and Special Com-
mittees.

To the Subordinate and RebekaJi Lodges, l.O.O.F. , Greeting:

In accordance with a well established custom, it becomes my priv-
ilege and duty to address to you my salutatory as your Grand Master,
recapitulating as to the past and making suggestions as to the future].

First — I beg to express my appreciation of the high honor con-
ferred on me, and in behalf of all of the Grand Officers to assure you
that their energies will be exerted to the utmost, toward promoting the
welfare and prosperity of our beloved Order. Permit me also to solicit
your hearty and unselfish co-operation, for without it the Grand Officers
can do but little. They are the lights, so to speak, of the jurisdiction,
you are the dynamo. And as the brilliancy of the electric light depends
upon the measure of strength and activity of the dynamo, so will the
usefulness and efficiency of your Grand Officers depend upon the meas-
ure of your activity and your co-operation.

During the past year we have been signally blest by growth and
prosperity. The Subordinate Lodges have had a net increase of about
five thousand, the Rebekahs about two thousand, and/ there has been
added nearly Seventeen Thousand Dollars to the Endowment Funds.
We should strive to duplicate this magnificent record during the com-
ing year. As an objective point let each Lodge seek to add ten per cent
to its membership. However, in our desire to increase our number, we
should not be unmindful of the quality of the material sought to be
added. Bear in mind that merit should be the only title to our priv-
ileges. No one should be recommended for membership unless it is
believed that he or she possesses that strength of character necessary to
the thorough appreciation and exemplification of the duties of the true
Odd Fellow or Rebekah.
