Grand Lodge Journal of 1906.
The Grand Lodge Journal for the session of 1906 consisted of 602
pages.
To arrange oopy, read proof, and index the Grand Lodge Journal
requires the entire time of a thoroughly competent person, whom we
have for several years secured in the person of Bro. Past Grand Secre-
tary N. C. Nason.
Veteran Jewels.
During the past year 176 Veteran and 8 Honorable Veteran Jewels
have been sold, proving that the value and worth of Odd Fellowship was
early recognized in this State, as well as indicating the pride and
loyalty of our membership.
Trustees of the Orphans' and Old Folks' Homes.
All bills allowed by the two Boards of Trustees are forwarded to
me with an attached certificate signed by the President and Secretary
of the Board and countersigned by the Grand Master. These bills and
vouchers are kept on file in my office for future reference, and orders
on the Grand Treasurer are drawn for the several amounts. Upon
these vouchers the Grand Master and myself have drawn orders on the
Grand Treasurer for the sum of $23,502.29 to pay bills contracted by
the Trustees of the Old Folks' Home, and the sum of $23,335.44 to pay
bills contracted by the Trustees of the Orphans' Home, making a total
disbursement for these two charities of the sum of $46,837.73.
Judiciary and Appeals Committee.
As Secretary of the Judiciary and Appeals Committee, I report that
four sessions of this committee were held, as provided by law, on the
third Tuesdays of November, 1906, February, May and August of the
present year. At the November session two opinions were rendered
and the 'By-Laws from thirty-five Subordinate and eight Rebekah
Lodges were acted upon. At the February session five opinions were
rendered and the By-Laws from forty-six Subordinate and seven
Rebekah Lodges were acted upon. At the May session three opinions
were rendered and the By-Laws from fifty-seven Subordinate and
twelve Rebekah Lodges were acted upon. At the August session
two opinions were rendered and the By-Laws from thirty-two Sub-
ordinate and seven Rebekah Lodges acted upon — making a total of
twelve opinions rendered and 204 codes of By-Laws acted upon.
Grand Secretary's Office.
The rooms occupied by the Grand Secretary are located on the
fourth floor of the Odd Fellows' Building on the corner of Fourth and
Monroe streets, and are numbered 405 to 410 inclusive, and also rooms
413 and 414, including a large brick vault.

These quarters were leased for five years at $60.00 per month,
which lease expires on the 30th day of November, 1907.
The present lease was negotiated by the Grand Master, Grand Sec-
retary and Grand Treasurer, acting for the Grand Lodge, at that time.
I would recommend that the incoming Grand Master, Grand Treasurer
and Grand Secretary be empowered to negotiate a lease on suitable
quarters for a term of years not to exceed five.
Salary.
The salary of this office is two thousand dollars together with an
allowance of $1,380.00 for a stenographer and clerk hire.
The business of the Grand Secretary's office requires the services
of myself, a competent bookkeeper and a stenographer regularly, and
additional help during the winter months. The allowance was dis-
bursed as follows: B. L. Carver, bookkeeper, $712.00; Marie Heintze,
stenographer, $478.00; N. C. Nason, editor G. L. Journal, $175.00; extra
help during G. L. Session, $15.00.
NEW LEGISLATION IN PAMPHLET FORM,
Journal 1906, page 362.
Resolved, That the Grand Secretary be instructed to prepare a
separate leaf, printed only on one side of the paper, giving all cor-
rections made in the Laws, and add same to the Annual Journal, so
that every purchaser of the Code may be enabled to insert these cor-
rections in the proper place in the Code.
Action by Grand Secretary.
Under the above instructions your Secretary issued the new Leg-
islation passed at the Session of 1906, in pamphlet form, consisting of
sixteen leaves printed on one side following the type of the Code of
1906, and mailed the same to all Subordinate Lodges and individuals
who had purchased the new Code.
OFFICIAL CERTIFICATES FOR DUES.
Official Certificates for dues, which have heretofore cost the Grand
Lodge 80 cents per hundred and have been sold to Subordinate Lodges
at $1.00 per hundred, are now bought from the bovereign Grand Lodge
at GO cents per hundred, and in my judgment the price should be re-
duced to Subordinate Lodges. An Official receipt for dues is a matter
of very great importance to each member of the Order and should be
furnished at practically cost, plus postage, and I recommend that the
price be reduced to 75 cents per hundred to Subordinate Lodges.
Printed Official Certificates.
At Stated, periods each year hereafter, Lodges may have their
Official Certificates printed with name of Lodge, place, State, etc., re-

ducing the work of the Secretary. Under the present form the Official
Certificate reads:

When printed as stated, it will read:

diction of Illinois, the sum of Dollars in full
for charges to 190 ... , etc.
The printed form can only be obtained in orders of 5,000 or more,
and the cost of printing is $5.00 per 5,000 in addition to the price of
the certificates. Lodges may place orders for same at once, but just
when such orders can be filled I can not say at this time. An order
for 5,000 certificates should not last a Lodge of 150 members more
than six or eight years, or one of 250 members more than four or five
years. When orders are given for 5,000 as herein stated, the cost is
as follows:
5,000 Official Certificates, at $1.00 per hundred $50.00
Printing of same, at $1.00 per thousand 5.00
Total cost of 5,000, printed $55.00
No reduction will be made under any circumstances.
New Rituals.
At the September session of the Sovereign Grand Lodge the Sub-
ordinate Ritual was completely revised. It will go into effect July 1,
next. Exchange will be without cost to Lodges, except transportation,
but will not be ready until May 1 next or later. Due notice will be
given. The law was so changed that a subordinate may have six
rituals, instead of four as heretofore.
The Grand Lodge of California asks the Grand Lodge of Illinois to
relinquish its pro-rata share of donations not used.
To the Grand Lodge of Illinois, I.O.O.F.:
Dear Sirs and Brothers — Your Grand Body has doubtless, ere this,
been informed of the action of the Sovereign Grand Lodge in the
matter of the disposition of the funds coming into the hands of the
General Relief Committee of the Grand Lodge of the State of Califor-
nia. As you are aware, the call issued to our great and benevolent
Order by our former Grand Master, Brother W. W. Phelps, when the

great calamity of April 18, 1906, came upon us, was for "Funds for the
relief of Distressed Odd Fellows," the victims of that calamity. By
oversight, no relief was asked for for "Lodges" who suffered so severely
by that terrible catastrophe. Doubtless, had the full situation been
known, the extent of the destruction to the property of Lodges, as well
as to individual Odd Fellows, the call would have been broader in its
scope, thereby giving to the distributors of the Relief Fund greater
latitude in the distribution of the funds received, and have permitted
the Relief Committee to extend aid to Lodges, as well as to individuals.
Many Lodges in this State not only lost their paraphernalia, books
and property, and membership, but emerged from this calamity — of
which history furnishes no parallel — worse than destitute. They had
pledged the word of Odd Fellowship as a guarantee that their financial
obligations would be met. Upon the faith of our symbols and reputa-
tion, banks and individuals had loaned the money which went into our
halls and buildings. With their improvements razed by the earth-
quake, and not destroyed by fire, no insurance was recoverable. The
plight of many Lodges was so great as to appeal to the Relief Com-
mittee, with the result that such Lodges received a small donation, to
tide them over in their distress. The funds thus appropriated for this
beneficent purpose doubtless saved to the ranks of our Order Lodges
which otherwise would have been compelled to surrender their Charters.
The sums thus placed, however, it would seem, were not within the
letter of the "Call," although every dollar thus given did more good
for the Order than the sums expended for the individual. To give to
the infant is desirable and commendable, but to give to the mother of
infants is still more commendable, for out of her abundance will be
filled the mouths of her offspring. So, in this case, to rehabilitate the
Lodge was to place her in the position of caring for her members.
Under the resolution of the Sovereign Grand Lodge hereto ap-
pended, it appears that it is not yet too late to remedy the oversight in
the call for relief. I would, therefore, ask that all Grand Lodges and
Grand Encampments, so disposed, pass a resolution similar to the one
contained in the Resolution of the Sovereign Grand Lodge, to the effect
that they relinquish all claim to their donation under the call of Grand
Master W. W. Phelps, and authorize the Grand Lodge of California to
use the same as it may determine. Rest assured that the fund now
remaining in the hands of our Grand Treasurer, if diverted by the
Grand Lodge to the aid of Lodges, will prove an important factor in
saving to us a number of Lodges, as well as assist us in maintaining
the high prestigtJ of the Order.

Report by Representative Kuykendall, of Wyoming, from the Committee
on State of the Order, to Which was referred the Resolution
Relating to Final Disposition of Surplus Funds
Left Over From the Contribution to
Relief of Sufferers from
Earthquake in
California.
To the Sovereign Grand Lodge of the Independent Order of Odd Fellows:
Your Committee on the State of the Order, to whom was referred
the resolution relating to the final disposition of the surplus of the
funds contributed by the several bodies of our Order, both Subordinate
and Grand, for the relief of distressed members, who were sufferers
from the earthquake in California, April 18, 1906, respectfully reports
that we have carefully considered the subject matter contained in said
resolution and find that the total contributions amounted to $216,714.49,
and total disbursements to $157,921.83, leaving a balance or surplus
of $58,79'2.66, May 2, 1907. Therefore, in accordance with the direction
in said resolution authorizing the disposal of said surplus of $58,792.66,
we recommend the adoption of the following:
Resolved, That this Grand Lodge hereby relinquishes all claim to
the $2,000.00 donated or contributed out of its funds for the purposes
hereinbefore mentioned, and authorize the Grand Lodge of California
to use the same as it may determine.
Resolved, That all Grand Lodges, their Subordinates and such
other bodies of the Order as contributed said funds, may at their
option, and upon request, relinquish all their claims to pro-rata share
of the $30,700.00 of the contributed funds used in aiding said California
Lodges, that being the amount so used after deducting said $2,000.00
contributed by this Grand Body and relinquished as above.
Resolved, That the Grand Lodge of California be, and it is hereby
directed to return to the several Subordinate and Grand Bodies, which
contributed the remaining balance of said $58,792.66 (amounting to
$26,092.66) their pro-rata shares of the latter amount in proportion
to the amount contributed by each with the understanding that any
Lodge or Grand Lodge may relinquish all claim to said pro-rata share
if so disposed.
