Whereas, A number of Rebekah Lodges, especially in the rural
district, have By-Laws that are in various ways in conflict with the Con-
stitution of the Rebekah Assembly, some of them by having their in-
itation fee less than $L00, and others by paying sick and death benefits,
we believe it to be to the best interest of the Order that all Rebekah
Lodge by-laws be sent to the Judiciary Committee by a certain date;
therefore, be it
Resolved, by this Grand Lodge, That all Rebekah Lodge by-laws not
passed on April 1st, 1908, by the Judiciary Committee be declared void;
and be it further
Resolved, That the Grand Secretary be instructed to notify each Re-

The following resolution, amending the Constitution for the
Eebekah Assembly and adopted by that body, was submitted for
approval, and was approved by vote of the Grand Lodge.
DOCUMENT NO. 12.
To the &rand Lodge of the State of Illinois. I.O.O.F.:
Resolved. That Section 7 of Article VI of the Constitution be
amended by chang-ing the word "four" in the sixth line to "five", so
that the section when amended shall read as follows:
"Section 7. The Mileage and Per Diem Committee shall report
the number of miles necessarily traveled, by the shortest traveled route,
by each Assembly Officer, Past President, Delegate, and member of the
various Standing Committees, the number of days' attendance at the
meetings, and the amount due to each. The committee shall make its
estimate by allowing five cents a mile one way and $2.00 per diem;
Provided, That Past Presidents, to be entitled to mileage and per diem,
must have reached the honors of this Assembly and be residents of
this jurisdiction."

Whereas, The Illinois Odd Fellows' League has apprehended a man
who was illegally in possession of an official receipt purporting to be
issued by Pride of the Valley Lodge, No. 43.5, I. O. C). F., of East St.
Louis, Illinois; and,
Whekeas, The official receipt and the stub thereof has no number
by which it might be readily recognized, or any other similar means of
recognition; therefore, be it
Resolved. That this Grand Lodge instruct its Representatives to the
Sovereign Grand Lodge to take such steps at once as will cause said
official receipts to be numbered with stubs to correspond, for the pur-
pose of tracing, and such other safeguards as may appear to afford
added protection.

In view of the fact that our Old Folks" Home at Mattoon is badly
overcrowded, and entirely inadequate to accommodate the members of
our Order who are entitled to its benefits; therefore, be it
Resolved, That the Grand Lodge of Illinois be and is hereby author-
ized to levy a special assessment on the Subordinate Lodges of this
jurisdiction, amounting to one dollar per capita, to be paid in four
semiannual installments; and be it further
Resolved, That the money thus raised be used in the immediate
construction of additional buildings for the accommodation of the Old
Folks, costing approximately $100,000.00, one hundred thousand dol-
lars, the balance of this amount to b6 paid by the Grand Lodge, in
such yearly amounts as shall be recommended by the Finance Com-
mittee.

is too vague and indefinite. We want to know for what, and on what

Your Committee on Printing would respectfully report as follows in
regard to the matter of printing for the Grand Lodge:
For printing the Grand Lodge Journal, the Officers' Reports, the
Daily Journal, and the Proceedings of the Committee on Judiciary and
Appeals, we received bids from the Illinois State Journal Co. and the
Illinois State Register Co., both of Springfield; and for printing sta-
tionery and supplies bids were received from the above named firms
and also from the Edw. F. Hartmann Co., also of Springfield.
Estimating the Officers' Reports and the Grand Lodge Journal to be
of the same size as in 1906, the bids were as follows:

.Journal Co. was the lowest, the work was awarded to that firm.
The contract for the Grand Lodge Journal provides for paper
covers, similar to those of the Journal of the last few years. The con-
tractors have agreed, if so authorized by the Grand Lodge, to bind the
books in heavy beveled boards, cloth covered, with gold stamp on back
and side, at an additional cost of 12 cents per copy. This binding
woiild be similar to that used on the Grand Lodge .Journal a few years
ago. Your committee would respectfully recommend the cloth binding,
as it makes a much more substantial book.

To the Grand Lodge of the State of Illinois, I.O.O.F.:
Your Committee on Legislation would respectfully report that it
has given due consideration to that part of the (!rand Master's Report
on page 'iS headed, "Change of Name." and would recommend the
adoption of the following resolution:
Resolved, That when a Lodge wishes to change its name, on re-
quest in writing by ten members of the Lodge, the Noble Grand shall

direct the Secretary to send written notice under the seal of the Lodge
to all the members of the Lodge, that the question of changing the
name of the Lodge will be considered at a stated meeting. Notice to
be mailed at least ten days before the meeting at which the question is
to be considered.
If two-thirds of the members present vote for the change of name,
the Noble Grand shall direct the Secretary to report such vote and the
name selected, under the seal of the Lodge, to the Grand Master, who,
in his discretion, may issue a dispensation to such Lodge permitting it
to use the new name, subject to the approval of the Grand Lodge at
its next regular session.
Upon approval by the Grand Lodge, the Lodge shall forward its
charter to the Grand Secretary, to have such name properly indorsed
upon its charter.

To the Orand Lodge of the State of Illinois, I.O.O.F.:
Your Committee on Legislation would respectfully report as fol-
lows: Amend the fourth (4th) section of the 5th report of the Com-
mittee on Legislation in reference to the investment of the Endowment
Funds of the Orphans' Home and the Old Folks' Home, being Document
No. 53, on page 357 of the Journal of Proceedings of this Grand Lodge,
A. D. 1906. Said 4th section when so amended to read as follows:
Fourth. It shall be the duty of said Trustees to keep the Endow-
ment Funds of said Homes separate and distinct from each other, and
to keep said funds invested in the bonds of the United States, the State
of Illinois, or in the bonds of any County, City, Village, Town, Town-
ship, School District, or other Municipality organized under the laws
of Illinois, and first mortgages on real estate in the State of Illinois.
"When investments are made in any of the bonds above enumerated,
only those bonds shall be accepted in which the full faith and credit
of the United States, of the State of Illinois, or of the City, County,
Village, Town, Township, School District, or other Municipality, issuing
said bonds has been pledged.
In case of loan on first mortgage real estate security as aforesaid,
the maturity thereof shall in no case be later than five years after

the making of any such loan, or the purchase of any such mortgage.
No greater sum shall be loaned in any case than forty per cent of
the conservative value of the property, land and buildings, and in no
event shall a sum greater than a conservative value of the land exclu-
sive of buildings be loaned. In all cases of loans on real estate.
Insurance to the full insurable value of the buildings thereon shall
be procured, and net loss, if any, payable to the Grand Lodge of the
State of Illinois of the Independent Order of Odd Fellows, as its inter-
est may appear."

To the Grand Lodge of the State of Illinois, I.O.O.F.:
Your Committee on Legislation would respectfully report as fol-
lows:
We have considered the recommendation of the Grand Master con-
cerning Change of Venue (page 93. in Grand Master's Report), and beg
leave to recommend that Section 19 of Article VII of the Constitution
for Subordinate Lodges be stricken out, and the following Inserted in
lieu thereof:
Section 19. If, at any time before passing upon the objected
evidence by the Noble Grand, the accused, or three members of a Lodge
in which charges may be preferred against a member, are of the opinion
that the accused will not receive an impartial trial at the hands of the
Lodge, and present such opinion in writing, such paper, together with
such evidence as may be desired bearing upon the question of preju-
dice in the Lodge, shall be forwarded to the Grand Master. The filing
of such petition shall suspend all proceedings until such request for a
change of venue is passed upon by the Grand Master. If such request
be granted, a record of all proceedings had therein up to such time
shall be transmitted at once to the Lodge to which the venue is
changed. Such Lodge shall proceed with the case from that time in
the same manner as if such case had originated therein.

Your Committee on Legislation would respectfully report as fol-
lows:
We have given the recommendation of the Grand Master in refer-
ence to printing for the Homes as appears on pages 95-96, due con-
sideration, and recommend that the following be added to Section 8 of
Article VI of the Constitution:
^^ Provided, all stationery and blanks for the Old Folks' Home and
the Orphans' Home may be printed under the direction of the Boards
of the respective Homes," so that Section 8 of Article VI shall read:
The Committee on Printing shall superintend all printing, and shall
purchase all stationery and blanks not supplied by the Sovereign
Grand Lodge. They shall advertise for bids for printing the reports of
the Grand Officers, the Proceedings of the Annual Session of this
Grand Lodge in the English language, and such other printing as may
be required by the Grand Officers, awarding the contracts for such
work to the lowest responsible bidder, and reporting the original list
of said bidders, with the prices that they have offered to perform the
work for, to the next session of the Grand Lodge. Thej' shall sign all
bills for which they may have awarded contracts, as being correct.
Provided, all stationery and blanks for the Old Folks' Home and the
Orphans' Home may be printed under the direction of the Boards of the
respective Homes.

year, and was made an Odd Fellow in Germania Lodge, No. 13, of
New York City, Dec. 26, 1834 — seventy-three years ago. He is
said to be the oldest Odd Fellow in the world.
