DOCUMENT NO. 65.

First report, by Bro. W. E. P. Anderson, of No. 107.
To the Grand Lodge of the State of Illinois, I.O.O.F.:

Your Committee on Judiciary and Appeals, to whom was referred
that part of the Grand Master's Report under the title of "Mainten-
ance Fees", on pages 44 to 47 inclusive, would most respectfully report
that we find as follows;

That Brother Phillipson, at or about the time he entered the Old
Folks' Home, turned over to Shelby Lodge, No. 274, of which he is a
member, the sum of five hundred dollars, and in consideration of the
receipt of said money said Lodge agreed to pay his maintenance at the
Home and seven per cent interest as long as the money lasted.

That said Lodge complied with this agreement in the payment of
said interest and said maintenance until the law was changed by this
Grand Lodge releasing Lodges from paying such maintenance.

That there is now in the hands of said Lodge a balance of said
fund amounting to two hundred twenty-seven dollars and twenty-seven
cents.

We would therefore recommend that Shelby Lodge, No. 274, be di-
rected by this Grand Body to pay to Brother Phillipson, or to the Trus-
tees of the Old Folks' Home upon his written order, the said sum of
$337.27. Respectfully submitted,

DOCUMENT NO. 66.

Second report, by Bro. W. E. P. Anderson, of No. 107.
To the Grand Lodge of the State of Illinois, I.O.O.F.:

Your Committee on Judiciary and Appeals, to whom was referred
that part of the Report of the Grand Master entitled "Committee on
Analysis and Distribution" [page 92] , would most respectfully report
that,

Inasmuch as it has been the custom heretofore of the Grand Master
to select this committee in his own way, we would therefore rec-
ommend that no change be now made.

This committee, however, is of the opinion that there is no author-
ity under our law for the appointment of Sisters of the Rebekah Degree
on any committee of this (Trand Lodge.

All of which is respectfully submitted.

DOCUMENT NO. 67.

Third report, by Bro. Henry A. Stone, P.G.M.
To the Grand Lodge of the State of Illinois, I.O.O.F.:

Your Committee on Judiciarj' and Appeals would respectfully re-
port as follows on that part of the Grand Master's Report referred to
this committee, found on page 68, entitled "Advisory Boards."

We fully and heartily indorse all the good things said about the
Sisters of these Advisory Boards and their assistance to the Trustees,
and their enthusiasm in their works for the good of the Homes; but we
can not approve his recommendation that the Advisory Boards should be
abolished, and the Sisters given equal representation and equal author-
itj' with the Brothers on the Boards of both Institutions. This, we hold,
would be in conflict with the Acts of Incorporation under the Laws,
which make this Advisory Committee what the name implies, advisory,
and, to give them further authority than the rights now accorded them
by the laws of our Order and the rules of the Trustees of said Homes
we hold the scheme is impracticable for want of power. We therefore
recommend that the present laws on these Advisory Boards be not
disturbed.

Your Committee on Legislation would respectfully report as fol-
lows:

That we have carefully considered the resolution [Document No.
34J in reference to the matter of making the Committee on Libraries
for our Homes a standing committee of this Grand Lodge. Inasmuch as
the subject matter of this resolution, as contained in the Grand Master's
Report, was referred to the Committee on the State of the Order, we
respectfully recommend that this resolution be referred also to the
Committee on the State of the Order, and ask to be relieyed from
further consideration of the same.

To the Grand Lodge of the State of Illinois, I.O.O.F.:

Your Committee on Legislation would respectfullj^ report as follows:
That we have carefully considered the proposed amendment to Sec-
tion five (.5) of Article II (3) of the Subordinate Lodge Constitution, as
found in Section 1028 (page 118) of the Illinois Code of 1906, by adding
thereto certain interrogatories therein named to applications for mem-
bership, and consider that the law as it now stands is sufiicient, and
does not limit the questions to be asked by any Subordinate Lodge, and
only prescribes the questions that must be asked. We therefore recom-
mend that said proposed amendment be not adopted.

and to the Constitution for Rebekah Lodges and other legislation,
adopted by the Assembly, for which approval of the Grand Lodge
is asked.

On motion of Bro. Kewley, P.G.M., it was ordered that the
communication be declared received and be included without read-
ing in the Daily Journal of today, and that it be referred to the
Committee on Eebekah Degree. [See second report of that com-
mittee,]

The proposed amendments are as follows :

DOCUMENT NO. 72.

Whereas, Section 1 of Article II of the Constitution of the Rebekah
State Assembly of Illinois, as the same is edited and reported in the
Code of 1906, on page 284, Section 2397, is in conflict wth Section 33
of the Rebekah Code; therefore, be it

Resolved, That said Section be amended by inserting in the fourth
line, after the word "Grands," the following words: "and those who
have heretofore received, or may hereafter receive, the Assembly
Degree," so that said Section when amended shall read as follows:

Section 1. This Assembly shall consist of the following members:
One Delegate (who must be a sister Past Noble Grand in good standing)
from each Rebekah Lodge in the State, and all other Past Noble Grands,
and those who have heretofore received or may hereafter receive the
Assembly Degree, in good standing in Rebekah Lodges in this juris-
diction; provided, however, that each delegate or Past Noble Grand
shall not be a member of this Assembly until in possession of the
Assembly Degree. (S. J. XX, pp. 984, 1003.)

Whereas, The uniform Constitution adopted for the government
of Rebekah Lodges, as the same is edited and reported in the Code of
1906, is in many respec<^s in conflict with the General Law; therefore,
be It

Resolved, That said Constitution be amended in the following
respects, that is to say:

Repeal all of Section 1 of Article III, as the same is edited and
reported in the Code of 1906, page 298, Section 2499, and in lieu thereof
adopt the following new Section:

Section 1. The persons herein specified shall be eligible to member-
ship in this Lodge, subject to the laws relative to residence of the
Sovereign Grand Lodge and of the Grand Lodge of Illinois; and
conditioned further that all female applicants shall be white women,
who have attained the age of eighteen years (except that the said
age limit shall not apply to applicants who are the wives of Odd
Fellows), who believe in a supreme, intelligent Creator and Ruler of
the Universe, and who are of good moral character:

Clause 1. All persons who have received the Rebekah Degree.

Clause 2. All Odd Fellows in good standing, their wives, daughters,
sisters, and mothers. Also the daughters, sisters, and mothers of
deceased Odd Fellows who at the time of their death were members
of our Order.

Clause 3. All unmarried white women. (S. J. XXI, pp. 397,
427, 428.)

Amend Section 6 of Article III, as the same is edited and reported
in the Code of 1906, page 304, Section 2545, by striking out the word
"and" in the fourth line and inserting in lieu thereof the word "or";
so that the said Section, when amended, shall read as follows:

Section 6. An Odd Fellow petitioning for membership in this
Rebekah Lodge shall present either an Official Certificate or Visiting
Card in date from his Subordinate Lodge, or a certificate in the
following form:

Repeal Section 10 of Article III, as the same is edited and reported
in the Code of 1906, page 306, Section 2557, and in lieu thereof adopt
the following new Section:

Section 10. No petition shall be received from any rejected
applicant unless the period of six months has intervened since the
date when such applicant was last rejected. (Rebekah Code, Sec. 24.
S. J. XIX, p. 845; See Code of 1906, Sec. 2558).

Repeal Section 5 of Article IV of the Rebekah Lodge Constitution,
as the same is edited and reported in the Code of 1906, page 309,
Section 2576, and in lieu thereof adopt the following new Section:

Section 5. The Financial Secretary (if any be had) shall be
chosen annually at the election in December, and prior to the in-
stallation in office shall give a joint and several bond to the Trustees
of the Lodge, with two sureties to be approved by the Lodge, with such
penalties and conditions as may be prescribed by law; such bond
before being presented to the Lodge must be approved by a majority
of the Trustees. It shall be this officer's duty to keep just and true
accounts between the Lodge and its members, pay over to the Treasurer
immediately all moneys received; and to inform the Treasurer from
time to time, and after the last payment in each term, how much
of the money paid in the Treasury belongs to any special fund of the
Lodge; and shall notify in writing all members who are at any time in

arrears for dues and assessments accruing against him or her during
the period of one full year (delivering the notice in person, if prac-
ticable, but if not, then mailing it to the member's last known address) ;
and after the expiration of twenty days next succeeding the giving
of such notice, if said member's account is not settled in whole or in
part sufficient to reduce his or her arrears to an amount less than the
dues and assessments accruing against him or her during the period of
one full year, shall present the name of such member to the Lodge. The
Financial Secretary, prior to the last meeting in March, June, Septem-
ber and December, respectively, shall notify all members who are in
arrears for one quarter's dues, and at the close of each semi-annual
term shall make the Lodge a detailed report of the business of the
office, and have the books written up for the Finance Committee; and
meet said committee prior to the first meeting in the next succeeding
term, to exhibit the books and papers, and to aid them in the exam-
ination thereof; and at the first regular meeting of the new term, pre-
sent the report to the Lodge, with the statement of the balance of
account of each unsuspended member; and shall make out the annual
report to the Grand Lodge, as required by Article XH, Section 2, of this
Constitution, and shall deliver it to the Secretary for record and for-
warding to the Grand Lodge; and shall receive such compensation as
the Lodge shall have fixed prior to installation.

Repeal Section 1 of Article VII, as the same is edited and reported
in the Code of 1906, Sections 2618 and 2619, and in lieu thereof adopt
the following new section:

Section 1. The regalia and jewels for officers of Rebekah Lodges
shall be as follows, to-wit:

Each collar shall not exceed three inches in width; each baldric
shall not exceed three and one-half inches in width; and each jewel
shall be of silver or silver-plated, circular in form, and one and one-
half inches in diameter, with design hereinafter specified engraved or
stamped on one side, and with the other side plain.

For the Noble Grand — Regalia, a collar with pink center and green
edges, trimmed with silver lace and fringe; jewel, with representation
or figure of "Rebekah at the well", and underneath, the word "Fi-
delity."

For the Vice Grand — Regalia, a collar with green center and pink
edges, trimmed with silver lace and fringe; jewel, with representation
or figure of Ruth and Naomi, and underneath, the word "Industry."

For the Secretary — Regalia, a collar with pink center and green
edges, trimmed with silver lace; jewel, with a representation or figure
of a pen, and underneath, the word "Deborah."

For the Financial Secretary (if there be one) — Regalia, a collar ana
jewel same as the Secretary's, except that the word "Deborah" shall be
omitted from the jewel.

For the Treasurer — Regalia, a collar with green center and pink
edges, trimmed with silver lace; jewel, with representation or a figure
of a key, and underneath, the word "Trust."

For the Warden — Regalia, a baldric, with upper side green ana
lower side pink, with three rows of silver lace, one on each edge and one
along the center, the lowest edge to be trimmed with silver lace; jewel,
with representation or figure of a bar and ax, crossed, and underneath,
the word "Hope."

For the Conductor — Regalia, a baldric, same as Warden's in shape
and colors, with row of silver lace around inner edge; jewel, with rep-
resentation or figure of two wands, crossed, and underneath, the word
"Safety."

For the Inside Guardian — Regalia, a baldric, same as Warden's;
jewel, with representation or figure of a shield crossed by a spear, and
underneath, the word "Prove."

For the Outside Guardian — Regalia, a baldric, same as Conductor's,
except that the row of silver lace be on the outside, none in the
center; jewel same as Inside Guardian's, except that the word shall
be "Vigilance."

For the Chaplain — Regalia, a white baldric, with silver lace on
each edge, the front to be ornamented with pink roses and green
leaves.

For the Supporters to Noble Grand — Regalia, a baldric, with pink
center and green edges, trimmed with two rows of silver lace.

For the Supporters to Vice Grand — Regalia, a baldric, with green
center and pink edges, trimmed with two rows of silver lace.

For each Past Noble Grand — Regalia, a collar, the same as Noble
Grand's in shape and colors, except that the lace and fringe shall be
of gold instead of silver; jewel, a five pointed star of white metal.
The use of the jewel shall be optional to all but the Junior Past Noble
Grand.

All of the foregoing shall apply to all oflicers and Past Noble
Grands, irrespective of sex.

Brothers who are not oflBcers or Past Noble Grands shall wear
the regalia they are entiled to wear in a Subordinate Lodge.

Sisters who are not officers or Past Noble Grands shall wear
badges or collars of pink and green, not exceeding three inches in
width.

Repeal Section 1 of Article VIII, as the same is edited and reported
in the Code of 1906, Section 2620, and in lieu thereof adopt the
following new Section:

Section 1. Any member who shall become in arrears for the dues
and assessments accruing against him or her during the period of one
full year, shall, after twenty days' written notice from the Financial
Secretary, delivered to him or her in person, if possible, otherwise

by mail to his or her last known address, be declared by the Noble
Grand dropped from membership, unless the Lodge shall otherwise
direct, or unless, in the meantime, such member shall have made
payments so as to reduce the amount to a sum less than the dues
and assessments accruing during one full year.

Amend Section 2 of Article X, as the same ig edited and reported
in the Code of 190G, Section 2678, by inserting the word "ball" between
the words "upon" and "ballot" in the second line, so that said Section
when amended shall read as follows:

Section 2. A withdrawal card may be granted to any member
by vote of a majority upon ball ballot at a regular meeting. Application
therefor must be made by the member in person or in writing, and shall
lie over until the next regular meeting for final action; except that
when the applicant has left the vicinity of the Lodge, or it is his or
her known purpose to leave before the next regular meeting, or to join
in a petition for a new Lodge, the card may be granted without delay.

Amend Section 3 of Article X, as the same is edited and reported
in the Code of 1906, Section 2682, by inserting after the word "issued",
in the first line, the words "to members who have been dropped for
non-payment of dues"; also by inserting after the word "grant" in the
fourteenth line the words "any member"; also by striking out the
second word of the fifteenth line and inserting in lieu thereof the
word "such" and also striking out all of said section following the
word "books" in the fifteenth line, and inserting in lieu thereof the
words "may tender a written resignation of membership; he or she
shall then be entitled to receive from the Secretary a certificate under
the seal of the Lodge certifying that he or she has resigned member-
ship, as evidence of his or her good standing at that time"; so that
said Section when amended shall read as follows:

Section 3. Dismissal certificates shall be issued to members who
have been dropped for non-payment of dues on the payment of one
dollar. Visiting cards shall be granted upon request, upon the payment
of the price of the card and the dues to the expiration thereof. No
vote is necessary to grant a visiting card or a dismissal certificate.
Should objections in either case be made for cause, the ground thereof
shall be stated, and it shall suspend the issuing until after the in-
vestigation of said objections. The Lodge shall promptly investigate
such objections, and if found to be sufficient by a majority vote of
the members present, the card or certificate shall not be issued until
the grounds of the objection be removed. If the objection is removed,
or is found not to be sufficient, the card shall be issued immediately.
A suspended member cannot take a card or a dismissal certificate.
Should the Lodge refuse to grant any member a withdrawal card,
such member may, if clear on the books, tender a written resignation
of membership; he or she shall then be entitled to receive from the

Secretary a certificate under the seal of the Lodge certifying that he or
she has resigned membership, as evidence of his or her good standing
at that time.

Amend Section 2 of Article XI, as the same is edited and reported
in the Code of 1906, Section 2684, by striking out all of the fourth
line, and all of the third line after the word "dollar", and inserting
in lieu thereof the following: "by deposit of an expired withdrawal
card, a dismissal certificate, or a certificate of resignation, one dollar;
no fee whatever shall be charged for the deposit of an unexpired with-
drawal card"; so that said Section when amended shall read as follows:

Section 2. No person shall be admitted to membership in this
Lodge for a less sum than is herein provided, viz: By initiation, one
dollar; by deposit of an expired withdrawal card a dismissal certificate,
or a certificate of resignation, one dollar; no fee whatever shall be
charged for the deposit of an unexpired withdrawal card.

Repeal Section 3 of Article XI, as the same is edited and reported
in the Code of 1906, Section 2685, and in lieu thereof adopt the follow-
ing new section:

Section 3. The fee for reinstatement shall be one year's dues in
all cases.

The following Form of Eeport by the Special Deputy ap-
pointed to close a defunct Eebekah Lodge, reported by a committee
of the Eebekah Assembly and adopted by that body, was presented,
and was referred to the Committee on Eebekah Degree. [See first
report of that committee.]

To the Grand Lodge of the State of Illinois, I.O.O.F.:

We, your Committee on Judiciary and Appeals, would respectfully
report as follows in regard to the matter of Trustees for the Rebekah
State Assembly. This committee report that it is necessary for said
Assembly to elect five Trustees for such Assembly, and that the Assem-
bly should provide for such election by proper Constitutional amend-
ment and by-law.

lowing report, which was laid on the table, under the rule. [Con-
sidered Thursday afternoon, and the subject-matter referred to the
incoming Grand Master with discretionary power.]

To the Grand Lodge of the State of Illinois, I.O.O.F.:

\''our Committee on State of the Order would respectfully report as
follows:

We have examined the Report of the Grand Secretary on pages 194 to

196 in regard to relinquishing donations made to the earthquake suffer-
ers of California and not used, and we recommend that our pro rata
share of said unused donations be not relinquished, and that it be
collected by the Grand Lodge and covered into the Special Relief
Fund of the Grand Lodge of Illinois.
