To the Grand, Lodge of the State of Illinois, I.O.O.F.:

Your Committee on Judiciary and Appeals would respectfully re-
port as follows:

That we have examined that part of the Grand Master's Report
entitled "Miscellaneous Matters," on page 94, to-wit: Sections 2, 3,
4 and 5, referred to this committee, and recommend approval of the
findings and suggestions therein contained.

Whereas, Since the organization by this Grand Lodge of the Com-
mittee on Judiciary and Appeals, all By-Laws of Subordinate and
Rebekah Lodges are acted on and reported upon by this committee, at
their quarterly meetings fixed by law; and

Whereas, By-Laws or amendments to By-Laws are often adopted
by Lodges that it is necessary for the good of the Lodge that such
changes become operative at once, and the Constitution provides that

by-laws are not operative until approved by the Committee on Judiciary
and Appeals; therefore, be it

Resolved, That the Committee on Judiciary and Appeals be author-

Twenty-fifth report, by Bro. N. T. Allen, of No. 478.
To the Grand Lodge of the State of Illinois, I.O.O.F.:

Your Committee on State of the Order would respectfully report
as follows:

That they have considered the subject-matter of Documents Nos.
34 and 69 [pages 367 and 384], asking the continuance of the Com-
mittee on Libraries as a permanent committee of this Grand Lodge,
and would recommend that the committee be continued as a special
committee for one year, but would oppose the idea of making it a per-
manent committee.

thirteenth, fourteenth and fifteenth reports, which were severally

To the Grand Lodge of the State of Illinois, I.O.O.F.:

Your Committee on Finance would respectfully report as follows in
regard to Document No. 15, page 348:

That the first item was for expenses incurred by the outgoing
Grand Master, W. R. Humphrey; the second item was for rent of Arion
Hall for staff work; the third item was for bringing band to Spring-
field and their expenses while here, which is found in the 13th report
of the Committee on Finance, page 347 of 1906 Journal; the next three
items were disposed of in the 22d report of the Committee on Finance,
page 369 of 1906 Journal; the next eight items were disposed of in the
20th report of the Committee on Finance, page 365 of 1906 Journal, and
the last three items were necessary expenses incurred at the last Grand

Lodge session, for Mileage and Per Diem Committee, $15.00; carpenter
work for building platform for staff work at Arion Hall, $8.00; and
rent of 800 chairs for Representatives' Hall, $24.00.

From the above you will note that all the items enumerated were
expended upon proper vouchers, the majority of which were itemized
and passed at the Grand Lodge session.

For the information of members, it might be well in the future for
the Secretary to specify in his report what such expenses are for.

Document No. 102.

Twelfth report, by Bro. James Ewing Davis, of No. 450.
To the Grand Lodge of the State of Illinois, I.O.O.F.:

Your Committee on Finance would respectfully report as follows in
regard to the matter of the Grand Secretary's Bond:

That the Grand Secretary-elect has presented his bond in the penal
sum of thirty thousand dollars ($30,000) conditioned as is required by
the Constitution and By-Laws of the Grand Lodge, signed by himself as
principal, and by Chas. G. Brown, Edgar S. Scott, B. R. Hieronymus
and H. M. Merriam as sureties.

We have made due examination as to the sufficiency of these sure-
ties, and recommend that said bond be accepted.

We further recommend that this bond, if accepted by the Grand
Lodge, be placed in the hands of the Grand Master for safe keeping.

To the Grand Lodge of the State of Illinois, I.O.O.F.:

Your Committee on Finance would respectfully report as follows in
regard to the Grand Treasurer's Bond:

The Grand Treasurer has presented his bond, in the penal sum of
one hundred thousand dollars ($100,000), conditioned as is required by
the Constitution and By-Laws of the Grand Lodge, signed by himself
as principal, and by Louis Krughoff, Hugh C. Adams, James A. Watts,
B. B. Holston, A. G. Hartnagel and Paul Krughoff as sureties. The
responsibility of the sureties is certified to by Thomas J. Vernor, the
Circuit Clerk of Washington County, under the seal of his court, from

which, and from personal investigation, we conclude that the surety is
sufficient, and recommend that it be accepted.

We further recommend that this bond, if accepted by the Grand

by item, and performed all the additions, and find the same correct

ties than we had at the last session of the Grand Lodge.

We recommend that the cancelled vouchers be filed with the Grand
Secretary for future reference.

concerning the resolution offered by Bro. J. P. Ellacott, of No. 416, and
other brothers, relative to the Grand Secretary attending the sessions of
the Sovereign Grand Lodge at the expense of this Grand Lodge.

Your committee is of the opinion that this Grand Lodge should
first determine whether or not it desires to have the Grand Secretary
attend the sessions of the Sovereign Grand Lodge, and would there-

To the Grand Lodge of the State of Illinois, I.O.O.F.:

Your Committee on Legislation would respectfully report as fol-
lows :

That we have given careful consideration to Document No. 92,
and, inasmuch as the same is an amendment to the Grand Lodge Con-
stitution, we recommend that the same lie on the table until the annual
session of 1908.

Document No. 108.

Nineteenth report, by Bro. Wm. H. Dellenback, of No. 363.
To the Grand Lodge of the State of Illinois, I.O.O.F.:

Your Committee on Legislation would respectfully report as fol-
lows:

That we have carefully considered Document No. 89, relating
to increasing the mileage and the per diem of the Officers and the
Representatives of this Grand Lodge from 5 cents to 8 cents per mile
and from $2.00 to $3.00 per day, and, inasmuch as the mileage and
per diem are governed by the Constitution, we recommend that this
resolution be not adopted.

Twentieth report, by Bro. A. 0. K. Young, of 192.
To the Grand Lodge of the State of Illinois, I.O.O.F.:

Your Committee on Legislation would respectfully report as fol-
lows:

That we have carefully considered Document No. 64, on page 380,
and recommend its adoption with the following amendments.

First. After the word "property" in line five of the first rule, on
page 381, insert the words "in excess of one hundred dollars."

Second. After Rule Third on same page of Journal, add Rule
Fourth, as follows:

"Rule 4. Any applicant who shall have conveyed or disposed of
his or her property, within a period of twelve months prior to such
application, for the purpose of evading the provisions of Rule 1 of
this resolution, shall not be admitted into said Home, unless the party
or parties acquiring such property shall convey such property so pre-
viously acquired from such applicant to said Board of Trustees, as
required by Rule 1 of this resolution; and should any member of said
Home inherit or otherwise acquire property, either real or personal,
after his or her admission to said Home, the same shall be conveyed
as required by Rule 1 of this resolution, or such member shall be dis-
charged from the Home. Present members of said Home who now
own property shall be required to comply with Rule 1, of this resolution
or be subject to discharge."

Said resolution when amended will read as follows:

Whereas, Several members of the Old Folks' Home are possessed
of real estate or personal property varying in value from one hundred
dollars ($100) upwards, which has been placed in the hands of his or
her Subordinate or Rebekah Lodge or with individuals for safe keep-
ing, with provision for the disposition of said property upon the death

of said member, the lodge or individual frequently being the benefici-
ary, and applications for admission to the Home being frequently made
by those who have some property, the income from which is insufficient
to maintain them outside of the Home; and

Whereas, Said Subordinate or Rebekah Lodges or individuals do
not pay the cost of maintenance of said member in the Home, said cost
being paid by the members at large; therefore, be it

Resolved, That the Board of Trustees of the Old Folks' Home be
governed in such matters by the following rules:

Rule 1. Any applicant for membership in the Old Folks' Home
possessing real estate, securities, stocks, money, or other personal prop-
erty, of value exceeding the sum of One Hundred Dollars ($100)
shall, if accepted as a member, be required to convey, assign, transfer
and set ovsr to the Board of Trustees of said Home all of said prop-
erty in excess of one hundred dollars, in trust, to be held and managed
by said Board of Trustees for a period of twelve (12) months; and if,
at or before the expiration of said period, said member shall withdraw
or be discharged from the Home, then and in that event the said Board
of Trustees shall first deduct from said property held in trust the sum
of One and One-half Dollars ($1.50) for each week that said member
was a resident of the Home, and then reconvey and turn over the re-
mainder of said property, including all increment, to said member.

Rule 2. If, at the expiration of said period of twelve (12) months,
said member desires to remain at the Home, said Board of Trustees
shall proceed to convert all real estate, securities and personal property
other than money into cash, the proceeds of which, together with all
money heretofore placed in trust with said Board, including all incre-
ment, shall be remitted to the Grand Secretary, and by him forwarded
to the Grand Treasurer, who shall place it to the credit of said member;
from which account the Board of Trustees shall, prior to the close of
the fiscal year, draw such a sum as may have been agreed upon in con-
tract for admission (provided, however, that said sum shall not be less
than One and One-half Dollars ($1.50) per week), and place same in the
maintenance fund of said Home, until said account is exhausted. The
Board of Trustees may, at its discretion, draw from said account a sum
not to exceed Four Dollars ($4.00) per month, to be given to said mem-
ber as spending money, until said account is exhausted.

Rule 3. Upon the death of a member of the Home, having a credit
balance in the hands of the Grand Treasurer, that officer shall, upon
receiving notice of such death from the said Board of Trustees, transfer
said balance to the Endowment Fund of said Home and enter it as a
donation in the name of said deceased member.

Rule 4. Any applicant who shall have conveyed or disposed of his
or her property, within a period of twelve months prior to such appli-
cation, for the purpose of evading the provisions of Rule 1 of this

resolution, shall not be admitted into said Home, unless the party

Your Committee on Finance would respectfully report as follows
in regard to "Endowment Funds," on pages 56 to 59:

That the action of the Trustees of the Endowment Funds in in-
vesting $18,100.00 of the Endowment Funds in first mortgage farm
loans be approved. We would suggest, however, that in the future
each individual loan be made out of one fund, and be not split up — part
out of one fund and part out of another.

The fifth report of the Committee on Legislation (Document
No. 38, page 369) was considered.

The question was divided. As to the first proposed amendment,
the recommendation of the committee was non-concurred in.

On motion of Bro. J. P. ElLicott, of No. 416, the proposed
amendments were laid on the table.

Grand Master Merrills resumed the chair, and reported for
himself and his colleague, Past Grand Master Brown, that the
Eebekah Assembly have appropriated $5,000 each to the proposed
Chapel at the Old Folks' Home and the School of Domestic Science
at the Orphans' Home.

On motion of Bro. Orendorff, P.G.M., a rising vote of thanks
was tendered to their Ass('ml)ly for its generous appropriations.

The Grand Lodge adjourned until 1 :30 o'clock p. m.



Thursday Afternoon,

The Grand Lodge met at 1 :30 o'clock, pursuant to adjourn-
ment.

Present — Grand Officers as at the morning session, and a
quorum of Representatives,

After examination by the Grand TMarshal and his assistants,
the Grand Lodge was declared open for the transaction of business.

Bro, McDougall, of the Committee on Judiciary and Appeals,
reported back without change the eighth report of that committee
(Document No, 95, page 407), which, on his motion, was consid-
ered and adopted.

The sixth report of the Committee on Legislation (Document
No, 39, page 370) was considered and adopted.

The seventh report of the same committee (Document No. 40,
page 370) was considered and adopted.

The eighth report of the same committee (Document No. 41,
page 370) was considered and adopted.

The ninth report of the same committee (Document No. 42,
page 371) was considered and adopted.

The tenth report of tbo same committee (Document No. 43,
page 371) was considered and adopted.
