coming Grand Master, with full power to act as he may deem best.

The twentieth report of the same committee (Document No

77, page 392) was considered.

On motion of Bro. McDougall, the report was amended by
adding these words at the end : "And we further recommend the
appropriation of $25,000 for that purpose." So amended, the
report was adopted.

On motion, the twenty-sixth report of the Committee on the
State of the Order was taken up out of its turn and considered.

Twenty-sixth report, by Bro. Chas. S. Harris, P.G.M.
To the Grand Lodge of the State of Illinois, I.O.O.F.:

Your Committee on the State of the Order would respectfully report
as follows:

We have considered those portions of the Grand Master's Report
on page 79, and Grand Secretary's Report on page 240, in reference to
the establishment of a central heating plant at the Orphans' Home,
and would recommend an appropriation not exceeding $12,000, or such
part thereof as may he necessary, to erect and install at the Home
such machinery as may be necessary for heating, and for furnishing
hot water.

On motion of Deputy Grand Master Scott, the report was
amended by striking out the figures "$12,000" and substituting
therefor the figures "$15,000." So amended, the report was
adopted.

The following communication from the Eebekah Assembly
was presented and read:

Document No. 113.

To the Grand Lodge of the State of Illinois, I.O.O.F.:

Resolved, That the Constitution of this Rebekah State Assembly

be amended by adding a section to Article VI, to be known as Section

10, as follows:

"Section 10. The Rebekah State Assembly shall elect five Trustees

from members of this Rebekah State Assembly, to serve for a term of

one year."

Resolved, That one-half of the appropriation of $25,000 made to
the Old Folks' Home for the improvement of the building be used this
year, and the remainder when necessary, after the expiration of the
present fiscal year.

The twenty-second report of the Committee on the State of
the Order (Document No. 80, page 395) was considered and
adopted.

The twenty-third report of the same committee (Document
No. 81, page 395) was considered and adopted.

The twenty-fourth report of the same committee (Document
K"o. 82, page 395) was considered and adopted.

The seventh report of the Committee on Finance (Document
No. 83, page 396) was considered and adopted.

The eighth report of the same committee (Document No. 84,
page 396) was considered and adopted.

The ninth report of the same committee (Document No. 85,
page 396) was considered and adopted.

The tenth report of the same committee (Document No. 86,
page 397) was considered and adopted.

The same committee, to whom had been referred Document
No. 33, on page 366, reported orally recommending adoption of the
resolution. A motion to adopt the resolution was thereupon put to
vote and declared carried.

licp. W. A. Hubbard, of No. 342, offered the following, which
was considered and adopted :

Resolved, That the thanks of this Grand Lodge be extended to the
Board of Trustees of the Old Folks' Home for their careful and able
management of the said Home, and that this Grand Body commend
the business methods now in vogue at said Home.

lowing proposed amendment to the Constitution of the Grand
Lodge, to be entered on the Journal for consideration at the next
Annual Session:

Document No. 116.

Amend Article VI, Section 10, by adding after the words "Grand
Officer" the words "Past Grand Master while in attendance at the
sessions of the Grand Lodge," so that the section when thus amended
shall read as follows:

Article VI, Section 10. The Committee on Mileage and Per Diem
shall report the number of miles necessarily traveled, by the shortest
traveled route, by each Grand Officer, Past Grand Master while in
attendance at the sessions of the Grand Lodge, Representative, and
member of the various Grand Lodge Committees, the number of days'
attendance of same^ and the amount due to each. The committee shall
make its estimate by allowing five cents mileage one way, and $2.00
per diem.

The Committee on Eebekah Degree presented their first and
second reports, which were severally considered and adopted.

follows: That we have carefully considered Document No. 73, referring
to "Form of Closing Rebekah Lodges of Illinois," which came to this
Grand Lodge from the Rebekah Assembly of Illinois, and we recom-
mend approval and adoption of said resolution. [See page 390.]

Second report, by Bro. George F. Howard, P.G.M.
To the Grand Lodge of the State of Illinois, I.O.O.F.:

Your Committee on Rebekah Degree would respectfully report as
follows upon the amendments to the Constitution of the Rebekah
State Assembly of Illinois, also the amendments to the Constitution
for the government of Rebekah Lodges, adopted by the Rebekah Assem-

bly and being Document No. 72, the same being referred to this com-
mittee for action thereon.

Your committee regret that this important matter should have
been delayed until the last day of the session of this Grand Lodge,
because your committee feel that in the limited time at its disposal
a thorough revision of the Rebekah Constitution (which is so neces-
sary at the present time) cannot be prepared so that the Grand Lodge
can act upon same before adjourning.

Your committee recommend that the amendments contained in
Document No. 72 be adopted by this Grand Lodge, together with the
following additional amendments prepared by this committee.

Repeal all of Section 4 of Article IV, as the same is edited and
reported in the Code of 1906, pages 308 and 309, and in lieu thereof
adopt the following new section:

Section 4. The Secretary shall keep accurate minutes of the pro-
ceedings of the Lodge; write all communications; fill up all certificates
and cards; issue all summonses or notices required; attest to all
moneys ordered paid at regular meetings and none other; and per-
form such other duties appertaining to the ofiice as may be required
by the Lodge, and shall receive such compensation as the Lodge shall
have fixed prior to installation.

The Secretary shall make out at the end of the term the semi-
annual report as required by Article XII, Section 2, of this Constitu-
tion. It shall be the duty of the Secretary of each Rebekah Lodge
to furnish to the Secretary of each Subordinate Lodge to which any
member of said Lodge belongs a list of the members of said Sub-
ordinate Lodge who are also members of said Rebekah Lodge, and
thereafter to notify the Secretary of the proper Subordinate Lodge
when any brother shall become a member of said Rebekah Lodge.

The Secretary shall also, at the close of the term, make out a re-
port for the Lodge, showing fully its work and condition during the
term; shall perform the duties of Financial Secretary, and shall give
bond in the same manner as hereinafter prescribed for the Financial
Secretary, if none be chosen; and shall also keep a list of all war-
rants drawn on the Treasurer, recording the date, amount and the
name of the person in whose favor drawn; and if the warrant be
payable from any special fund, that fact shall appear both on the
warrant and in the list; and shall also keep a register of membership,
enrolling the names of the members of the Lodge with date of proposal,
initiation, signing of the Constitution, upon admission by card, certi-
ficate, or reinstatement after expulsion; also with date of resignation,
withdrawal by card, death, suspension, reinstatement or expulsion, and
shall also record the attainment of official rank.

Add the following new section to Article VI of the Constitution
for Rebekah Lodges, to be known as Section 8.

Section 8. This Lodge shall elect a delegate to the Rebekah State
Assembly, from among its duly qualified members, for the term of
two years, at the first meeting in January, immediately after installa-
tion, notification being sent to the Assembly Secretary of said election
on blanks prepared for that purpose; even-numbered Lodges electing
in even-numbered years, and odd-numbered Lodges in odd-numbered
years.

Amend Article X, of the Constitution for the Rebekah Lodges oi
Illinois, by adding the following new section to be known as Section 4.

Section 4. A member of the Order in possession of an OflBcial Cer-
tificate or a Visiting Card, changing his or her residence from the
territorial jurisdiction of his or her Lodge to the territorial jurisdic-
tion of another Lodge, and desiring to unite with a Rebekah Lodge at
his or her new place of residence, upon making application for member-
ship accompanied by his or her Official Certificate or Visiting Card
showing his or her dues paid in advance, and being elected as pro-
vided by local law, and oflacial notice being sent to his or her Lodge,
said Lodge shall, unless charges are pending against him or her, with-
out ballot and without fee, issue a Transfer Certificate and send same, at
once, to the Secretary sending for the same; and, upon the receipt of
the Transfer Certificate, the member shall be entitled to sign the Con-
stitution and become a member of his or her new Lodge without the
payment of any admission fee. The issuing of a Transfer Certificate
shall sever membership in the Lodge issuing it.

Your committee would further recommend that the new Commit-
tee on Rebekah Degree be instructed to prepare a complete revision of
the Constitution for the Rebekah Assembly and the Constitution for
the government of Rebekah Lodges, and report at the next session of
the Grand Lodge.

The work by each of the above named Staffs was done in a com^
mendable manner, and evidenced much painstaking preparation. We
feel that the work done by Bentley Lodge in the First Degree, and that
of Prairie State Lodge in the Third Degree, should have special com-
mendation for the splendid manner they did the work.

We believe that much good will result from having the Degrees
conferred each year, thus giving the Representatives an opportunity
to receive lessons they could not well receive otherwise.

"We would recommend that the thanks of this Grand Lodge be
extended to the Lodges above named, and we would also recommend
that the practice of having the Degrees exemplified be continued at
future sessions.

The Special Committee on Libraries for the Homes presented
the following report, which was considered and adopted.

Second report, by Bro. L. L. McKinley, P.G.M., of No. 41.
To the Grand Lodge of the State of Illinois, I.O.O.F.:

Your Committee on Libraries for the Homes would respectfully
report as follows:

We have received since our last report, found on pages 70-71 in the
Grand Master's Report, nearly 1200 volumes, making a total of nearly
2200 volumes of good books to be placed in the Homes. Quite a num-
ber of Rebekah and Subordinate Lodges have sent money instead of
books, and there is now in the possession of this committee the sum of
$17.00 to be used by this committee in purchasing books for the two
libraries.

This committee desires to state that Brother Gallaway, Rep. of
Excelsior Lodge, No. 22, who introduced the resolution at the ses-
sion of this Grand Body last year, builded better than he thought,
for to him is due the thanks of this Grand Lodge, for placing in the
hands of our sisters and brothers at the Old Folks' Home and our
wards at the Orphans' Home the means of passing away of what would
otherwise be idle time, in reading good books on all topics of interest
and stories that tend to lead the young to a higher ideal of true woman-
hood and manhood in the struggles incident to human life.

This committee finds it impossible, at this time, to inspect the
books that are being donated to our Homes, and would suggest that
the Grand Master be authorized to appoint, in his discretion, one or
two members of the committee to inspect the books that are here, and
have same packed and shipped to our Homes. The committee would
also recommend that, at the earliest time practicable, shelving be built
in the two Homes, on which the books may be placed.

Postscript — The number of books received at the session was 804,
of which 480 were donated by Subordinate Lodges, and 324 by Re-
bekah Lodges.

the legitimate bills of the Grand Lodge as itemized accounts therefor
may be presented. *

We further recommend that a percapita tax of ninety (90) cents
per member be levied against the Subordinate Lodges, forty-five (45)
cents to be payable April 1, 1908, and forty-five (45) cents to be pay-
able October 1, 1908.

in regard to resolution by Jacob Larsen, Representative of No. 847, to
have the Grand Lodge give a Veteran Jewel to Brother John Latas. who
has been a member in good standing for the past 55 years.

Your committee is of the opinion that any brother, now in this
State, who has been in continuous good standing for fifty years is en-
titled to a Veteran Jewel; and your committee would therefore recom-
mend that a Veteran Jewel be granted to Brother John Latas. pro-
vided certificates are filed with the Grand Secretary showing his con-
tinuous good membership; and your committee would further recom-

mend that all> brothers now members in this State who have been for
fifty years in continuous good standing be granted Fifty Year Veteran
Jewels by the Grand Lodge, upon presenting to the Grand Lodge, at its
annual sessions, certificates showing that they have been in continuous
good standing for fifty years. [See Document No. 35, page 361.]

The Trustees of the Old Folks' Home presented the following
report, which was considered and adopted.

Document No. 127.

To the Grand Lodge of the State of Illinois, I.O.O.F.:

Your Committee on Old Folks' Home would respectfully report as
follows, concerning the erection of a separate building for the care of
contagious and incurable cases, at a cost not to exceed $5,000.

Owing to the action of the Grand Lodge in appropriating the
amount of $25,000 for the erection of an additional building to care
for those entitled to admission to the Home, which you have so gen-
erously passed at this session, we recommend that the above resolution
be not adopted at this time. [See page 241.]

Your Committee on the State of the Order would respectfully sub-
mit the following:

Wheeeas, This Committee have examined the Report of the Grand
Master and have thereby become familiar with the work and detail of
the office for the past year, and have given careful and special con-
sideration to the administration of the affairs of this Grand Lodge by
the Grand Master, we therefore recommend the adoption of the fol-
lowing:

Resolved, That this Grand Lodge hereby gives expression to the
high esteem in which it holds the retiring Grand Master, Fred B. Mer-
rills. That Bro. Merrills has shown himself to be able, conscientious,
impartial, firm in his conclusions, tenacious in those things which he
believes to be right, enthusiastic and untiring in his work for the pro-
motion of the principles of this great Order, willing at all times to
sacrifice his personal interest for those of Odd Fellowship, and is there-
fore entitled to the respect and esteem of the members of the Order
and of this Grand Body.
