STATE DEBT OP NEW YOKE, SEPTEMBEE 30, 1885.
Setting aside the General Fund debt for Indian
annuities, the principal of which amounts to but
$122,694.87, the State debt amounts to $9,339,160, of
which $1,000,000 was created to provide for the pay-
ment of awards made for lands located fur the State
reservation at Niagara, and matures at the rate of
$100,0(10 per annum, beginning July 1, 1886. the
bonds bearing interest at two and a half per cent per
annum. The remaining $8,339,160 is the Canal debt,
the last of which matures in October, 1893, and
which has remained unchanged during the year.
The Sinking Fund, September '30, 1884,
amounted to $4,062,836 85
The Sinking Fund, September 30, 1885,
amounted to 4,663,188 61
Increase of Sinking Fund during year... $600, 351 76
The investments for the Canal Debt Sinking Fund
on September 30, 1884, amounted to $3,775,000, and on
September 30, 1885, to $4,205,000.
The aggregate of the Canal debt on the 30th Sep-
tember, 1884, was $8,339,160, with an aggregate un-
applied balance in the Sinking Fund of $4,062,836.85,
leaving the real balance unprovided for $4,276,323.15.
On the 30th September, 1885, the account stood as
follows :

The Canal debt unprovided for is, as above stated,
$3,675,971.39. This, with the $122,694.87 of General

(Suffolk and Queens counties.) Population, 136,219).
EDWARD FRANCIS FAG AN (Dem.), of Mas-
peth, Queens county. Mr. F. was born in New York
city, February 27, 1849, of Irish parentage. He was
educated at Manhattan College, New York city,
graduating at the head of the class of 1869. He re-
ceived the degree of M. A. in 1872 and that of Ph.
D. in 1880, and is a Professor of Philosophy and
Classics. He was School Commissioner of the second
district of Queens county in 1882-'8-f,and re-elected in
1884, but was debarred from serving owing to a law
passed in 1883 excluding Long Island city from the
district. He has always been a Democrat, and was
elected to the Senate by a plurality of 464*, his op-
ponents being John Birdsall (Rep.) and G. W. Hal-
lock (Ind. ) The Republican majority in 1883 was
1,235.
Second District.
(1st, 2d, 5th, 6th, 8th, 9th, 10th, 12th and 22d wards
of Brooklyn and towns of Flatbush, Gravesend
and New Utrecht, Kings county.)
JAMES F. PIERCE (Dem.), of Brooklyn (7 Mon-
tague Terrace). Mr. P. was born In Madrid, St.
Lawrence county, April 8, 1830. His parents were
natives of New England, his father being a physician
and graduate of Dartmouth Colloge. He was educa-
ted by private tutors and at St. Lawrence Academy.
He prepared to enter college but was prevented by
sickness. He studied law with Judge Henry L.
Knowles, of Potsdam, and Job Plerson and Wm. A.
Beach, at Troy, and was admitted to the bar in 1851,
when only twenty-one years of age. After admission
he spent three years in Florida, and on his return lo-
cated at Canton, St. Lawrence county, where he
practiced law until he removed to New York, in 1865.
A year later he removed to Brooklyn, where he has
since been engaged in the practice of his profession.
In 1862, though a Democrat, he was elected County
Clerk of St. Lawrence county, and for several years
he represented that county in Democratic State Con-
ventions. He was a member of the Senate, 1868-71,
"78, '79, serving as Chairman of the Committees on
Commerce and Navigation and Retrenchment, and
member of Railroads, Insurance, Judiciary, Canals,
Engrossed Bills and Public Buildings. He was elected
to the present Senate without opposition. The
Democratic majority in 1883 was 8,458.

STEPHEN M. GRISWOLD (Rep.), of Brooklyn
(43 Fort Green Place) . Mr. G. was born at Windsor,
Connecticut, November 22, 1835. His ancestors came
to this country from England in 1630 and settled in
Connecticut. He was educated in the common
schools ; was a farmer in his youth and Is now a
jeweller. In 1867 he visited all the countries of
Europe, and travelled through Asia Minor, the Holy
Land and Egvpt. His first vote was cast for the Re-

publican ticket in 1856, and he has ever since been
identified with that party. He was Alderman of the
eleventh ward of Brooklyn In 1876 and 1878. He was
