The Board of Election Commissionei-s met in special session
last Monday afternoon to accept the credentials of Charles L.
Queen and William McDevitt, appointed members of the com-
mission by Mayor Rolph to succeed Herbert H. Ordway and N.
C. Weiuholz, terms expired. The board reorganized by electing
Commissioner George Uhl president, and J. H. Zemausty reg-
istrar of voters to succeed E. C. Harrington.

HALL OF JV.STICE IS XEARIXG CO>IPLETIOX.
The City Architect has informed the Public Buildings Com-
mittee of the Board of Supervisors that all of the contracts
on the Hall of Justice are nearly completed and that the
building will be ready for occupancy before March 1. The
committee is now preparing to move the departments to be
located in the hall.
STREET IMPROVE.MEXTS IXDER PRIVATE COXTRACT.
Street work under private contracts will be performed by
the following contractors, permission to do so having been
granted to them by the Board of Public Works:

nue, between Balboa and Anza streets.
J. J. Bowling & Co. ā Grading, sewering, sewering and curb-

avenues.

tween Judson and Circular avenue; also in Marston avenue,

rER>UTS ISSUED FOR BUILDIXG COXSTRUCTIOX.
The Bureau of Building Inspection reports that during the
week ended January 5, seventy-eight permits were issued for
the construction of new buildings and the making of altera-
tions. It is estimated that $700,906.00 will be expended on
these improvements. One of the new buildings will be of
class "B" construction and cost $500,000.00.
POLICE COJDIISSIOX^ERS.
At the regular meeting of the Board of Police Commis-
sioners held on the 4th inst. Lawrence Flaherty resigned as
a Commissioner and Alexander O'Grady was appointed to suc-
ceed him.
Police Officers William Y. Douglass, Frank J. Teutenberg,
William D. O'Keefe and George J. McLaughlin were promoted
to the rank of Corporals.
Edward H. Dean, Ernest M. Saxon and John C. Crofton
were appointed regular officers.
John L. Cotter resigned as a police patrol driver.
The leave of absence granted Police Patrol Driver Richard
Dowling on October 13, 1911, for six months w^as, at the re-
quest of Dowling, rescinded and he was ordered to report for
duty immediately.
The resignation of John J. Moynahan as chief hostler in
the Police Department of the City and County of San Fran-
cisco was accepted; said resignation to take effect January
6, 1912.
Anton Carlson, Michael W. Cassidy, Peter Dougherty, Alex-
ander Green, Benjamin Levy. William E. Little, Amos Veter-
line and William C. Yates were dismissed as hostlers in the
department and Michael W. Cassidy, Alexander Green, Albert
Elkeu, William E. Little, William C. Yates, George V. Pat-
ton, Philip Goldstone, Antone Carlson and Peter Larson were
appointed to succeed them.
The following named special police officers were removed:

Joseph Koeberle was denied permission to purchase saloon

Aaron Sommer was granted permission to conduct a pawn-

The Board of Public Works has accepted the following
street work and issued certificates of satisfactory completion
to the contractors: Paving on Alvarado street, between Doug-
lass street and Hoffman avenue; sewer in Thomas avenue, be-
tween Railroad avenue and Lane street; paving on Quane
street, between Twenty-third and Twenty-fourth streets; sewer
in Twentieth avenue north ot Lake street: paving crossing of
Castro and Fourteenth streets; also in Dolores street, be-
tween Seventeenth and Eighteenth streets; paving in Cali-
fornia street, between Sansome and Battery streets; paving
intersection of Cortland and Andover avenues; sewer in cross-
ing of Capital avenue and Sadowa street; sewer in crossing of
Anza street and Twenty-sixth avenue.

the Bureau of Engineering
The following is a report o( the week ended January C, 1912,
of progress made upon the construction, plans and specifications
of sewer system, auxiliary water supply system for fire protec-
tion and garbage crpmatories to be constructed out of the bond
issue of Noveml)er 2, 1!)03, and May 11, 1908:
SEWER SYSTEM.
CONTRACTS AWAKDEU.
For the construction of sewers and appurtenances in Glen
Park.
The sewers and appurtenances have been completed except
connecting up the side sewers along the line of the constructed
work.
Mission road ā Main sewer along the Mission road from the
county line to Mt. Vernon avenue; and along Mt. Vernon avenue
to Wyoming avenue.
During the week the concrete base was constructed over
330 linear feet of completed 2-foot 6-inch by 3-toot 9-inch con-
crete sewer in Mission street, between Mt. Vernon and Acton
avenues; ")7 linciir feet of 10-inch I. S. I', culvert were cdiniected
to the main sewer and four manholes were constructed on the
I. S. P. sewers.
For the construction of sewers and appurtenances in Twenty-
third avenue, between Geary and Anza streets.
Four hundred and five linear feet of trench have been exca-
vated and lagging set for the 3-foot by 4-foot 6-inch concreto
sewer in Twenty-third avenue; 401 linear feet of invert, 313
linear feet of brick lining and 270 linear feet of sides and to])
have been constructed for this sewer. Backfill has been placed
over 200 linear feet of constructed sewer.
For the construction of sewers and appurtenances in Beale
street, between Folsom and Bryant streets.
Two hundred and seventy-five linear feet of trench have been
excavated to grade and 100 linear feet of trench have beei.
excavated to an average depth of 4 feet for the 18-inch I. S. P.
sanitary sewer in Beale street; 2G0 linear feet of 6-inch I. S. P.
underdrain have been laid to drain the trench and 255 linear
feet of 18-inch T. S. P. sewer have been constructed.
For the construction of the northerly portion of a reinforced
concrete viaduct and earth-filled approach along Mission street,
between Bosworth street and the southeasterly line of Spring-
dale street.
The reinforced concrete has been constructed up to the spring
line of the arches in 17 side wall sections and in 17 tie wall
sections. The forms have been constructed for 10 sections and
are constructed to the bottom of the sidewalk level for 20
sections.
Contract No. 11 ā For the construction of sewers and appur-
tenances in Section "F" of the North Point main.
The reinforced concrete top is constructed on the G-foot 6-inch
by 8-foot 6-inch concrete sewer in Harrison street at the point
where the 37-inch Spring Valley water main crosses through
the sewer. The overflow structure at Fourteenth and Harrison
streets is being plastered.
Contract No. 17 ā For the construction of sewers and appur-
tenances in Section "C-2" of the North Point main.
Tlie contractor has erected a shield 11 feet 2 inches long in
the shaft at Sansome and Sutter streets. This shaft has been
driven ahead for a distance of 12 feet along the line of the pro-
posed sewer under Market street.
Contract No. 18 ā For the construction of sewers and appur-
tenances in Section "D-1" of the North Point main.
Thirteen hundred and seventy-one linear feet of trench have
been excavated and underdrain placed in the trench for the S-foot
circular concrete sewer in Howard street, between Second and
Fourth streets: 1235 linear feet of invert, 1233 linear feet of
brick lining and 1228 linear feet of sides and top have been
<onstructed for this sewer, backfill having been placed over
1030 linear feet of constructed sewer. Five manholes have been
constructed on the concrete sewer.
Contract No. 20 ā For the construction of sewers and appur-
tenances in Section "D-2" of the North Point main.
Three hundred and ten linear feet of trench have been ex-
cavated and lagging set for the 7-foot 6-inch circular concrete
sewer in Howard street, between Fifth and Sixth streets, and
175 linear feet of 12-inch I. S. P. underdrain have been placed
to drain the trench: 155 linear feet of invert and 115 linear feet
of brick lining, sides and top have been constructed for this
sewer: 690 linear feet of trench have been excavated and lag-
ging set for the 8-foot circular concrete sewer in Howard street.
between Fourth and Fifth streets, and 515 linear feet of under-
drain placed to drain the trench; 510 linear feet of invert, 450
linear feet of brick lining and 445 linear feet of sides and top
have been constructed for this sewer. Backfill has been placed
over 350 linear feet of constructed sewer; 71 1-2 linear feet of
"i-foot 3-inch circular concrete sewer have been constructed at
Fifth and Howard streets.
Contract No. 32 ā For the construction of sewers and appur-
tenances in Mission street, from Silver avenue to a point 288
feet southerly from Bosworth street; and for the construction
of the southerly portion of a reinforced concrete viaduct and
earth-filled approach along Mission street, between Marshall and
Springdale streets.
The reinforced concrete work has been constructed in the
Ocean Shore retaining wall on the south side of the southerly
portion of the viaduct. The concrete work has been constructed
in 7 tie walls and in the side walls south of the Ocean Shore
tracks up to elevation 122; 31 brackets have been constructed.
The steel reinforcement has been placed in the sidewalk slab
for a distance of 221 linear feet; 346 linear feet of tunnel have
been excavated for the 4-foot by 6-foot 6-inch concrete sewer
under this contract; 296 linear feet of invert, 281 linear feet
of brick lining, 90 linear feet of sides and 45 linear feet of top
wore constructed for this sewer.
Contract No. 40 ā For the construction of sewers and appur-
tenances in Lincoln way, from Fortieth avenue to La Playa; and
in Flirty-eighth avenue, from Kirkham street to Tjincoln way.
During the week 8 linear feet of top were constructed for
the S-foot circular concrete sewer at Forty-eighth avenue and
Kirkham street, and the pavement was replaced over 280 linear
feet of constructed sewer. One manhole was constructed on the
3-foot 6-inch by 5-foot 3-inch concrete sewer at Forty-eighth
avenue and Lincoln way, and backfill was placed over 90 linear
feet of constructed sewer. The pavement was replaced over 120
linear feet of constructed 6-foot 6-inch concrete sewer at Lincoln
way and Forty-first avenue.
Contract Nn. 42 ā For the construction of sewers and appur-
tenances in Section "C" of the Ingleside Outlet Sewer.
Contract awarded January 3, 1912, to the Contra Costa Con
struction Company for $60,548.
Contract No. 43 ā For the construction of sewers and appur-
tenances in Section "D-3" of the North Point main.
Thirteen hundred and ten linear feet of trench have been ex-
cavated and lagging set for the 7-foot 6-inch circular concrete
sewer in Howard street, between Sixth and Eighth streets, and
1195 linear feet of underdrain have been placed to drain the
trench: 1130 linear feet of invert, 1125 linear feet of brick lining
and 1120 linear feet of sides and top have been constructed for
this sewer. Backfill has been placed over 900 linear feet of
constructed sewer; 458 piles have been driven to a total pene-
tration of 15.216 linear feet below cutoff for the support of the
sewer: 21S linear feet of 3-foot G-inch by 5-foot 3-inch concrete
sewer has been constructed in Howard street at the crossings of
Sixth and Seventh streets.
Contract No. 44 ā For the construction of sewers and appur-
tenances in Section "E" of the North Point main.
Twenty-two linear feet of 12-inch I. S. P. sanitary sewer
have been constructed at the corner of Harrison and Gordon
streets, and 22 linear feet of 15-inch I. S. P. sewer have been
constructed at the corner of Ninth and Harrison streets. The
concrete work has been completed on the 7-foot circular con-
crete sewer in Harrison street, between Eighth and Tenth streets.
Contract No. 45 ā For the construction of sewers and appur-
tenances in Section "G" of the North Point main.
Five hundred cubic yards of material have been removed
from the trench for the 10-foot by 12-foot 6-inch concrete sewer;
5] linear feet of invert, 23 linear feet of top and 30 linear feet
of sides have been constructed for this sewer.
Contract No. 40: For the construction of sewers and appurte-
nances in Section "B" of the Ingleside Outlet Sewer.
During the week 300 linear feet of trench were excavated for
the 24-inch cast iron pipe sewer. 13.W linear feet of pipe have
liecn laid, the joints yarned and poured. The joints have been
calked for 1280 linear feet of constructed pipe line; 72 linear
feet of 24-inch cast iron pipe were distributed and backfill was
placed over 120 linear feet of constructed cast iron pipe. Three
lu-ick manholes were constructed.

Plans, estimate of cost and specifications completed and the
Board of Supervisors have ordered the work at an estimated

Contract No. 39 : For the construction of the Mile Rock
Tunnel. Working plans completed, estimate of cost 95 per cent

Contract No. 50 : For the construction of sewers and appurte-
nances in Stanley street between Orizaba street and the Spring
Valley lands; and of the outlet across the Spring Valley prop-
erty. Preliminary plans being preijared.
Contract No. 57 : For the construction of sewers and appurte-
nances in Sunnydale avenue and outlet. Preliminary plans being
prepared.
AUXILIARY WATER SUPPLY SYSTEM.

Contract No. 31 : For the construction of two battery wagons
for the High Pressure Work.
Contract No. 33: For the construction of Jones and Clay
Streets Distributing Reservoir. Plans completed and G9 per cent

Contract No. 34 : Pumping Station No. 2, Van Ness avenue
and the Bay of Sau Francisco. Plans and specifications for this
contract have been completed and the Board of Supervisors have
set aside the sum of §300.000 with which to construct the work.
Bids will be received on January 24, 1912, by the Board of Public
