Homicide. English stated that as senior man in the Homi-
cide Detail, Ahern's experience and ability made him "the
man for the job."

Immediately Ahern began organizing the detail into
what promises to he one of the most efficient groups to be
found. Gathered around him as a "top notch ball team,"
are six shrewd and discerning fellows who are, Ahern
insists, "the cream of the department."

The Ahern concept of a capable homicide investigator is
in direct contradiction to the celluloid version.

"The old adage of 'yo^ '^^^ ^^^ more bees with honey
than vinegar' certainly holds true in this business," he says.

"A homicide investigator shold strive to place his
thoughts on the level of those of persons involved in the
cases he is assigned to. His personality should he versatile,
adaptable to dealing with all types of suspects.

"Homicides are unfortunate for everyone concerned —
both witnesses and suspects should be treated courteously
and sympathetically. That holds true whether you find
them on Nob Hill or Skid Row — crime places them all on
the same low level.

"'When an inspector approaches principals in a crime
with compassion and understanding, his work is always
made simpler. At the same time, if a character shows a
desire to continue his homicidal efforts, the officer should
be ready to meet him more than half way. Marksmanship
with a pistol is good life insurance."

Ahern's men begin preparations for their court cases
from the moment they arrive at the scene of a crime — if
the killer is a fugitive, a thorough preliminary investiga-
tion provides the quickest means for his capture, Ahern
maintains.

An illustration of the speed — and care — wth which the
San Francisco investigators work is a recent case in which
a murder indictment was presented to the grand jury the
night of the day on which the crime was committed. A
short time later the defendant pleaded guilty to first degree
murder.

"There was nothing left undone for him to hang his hat
on when the boys were through," Ahem said.

The mark of a good inspector is also found in his court-
room demeanor, Ahern continues. He need not worry
about memorizing his testimony or making it coincide with

that of other witnesses if his investigation has been proper.
Unseemly courtroom conduct can innocently antagonize
jurors — a quiet, neat, and intelligent appearance auto-
matically lends credence to testimony.

As Ahern outlines the qualities of a proficient homi-
cide man, he pauses after each to say : "My boys have it."

His present crew recently won the plaudits of the city
when it worked through 48 sleepless hours to capture
William H. Sanford, an intelligent 20 year old youth, who
confessed the June 28 murder of a Mission district land-
lady.

A microscopic examination at the scene of this brutal
murder turned up a rental receipt book with one stub torn
out cleanly — save for a piece the size of a pencil eraser.
Reasoning that the suspect had removed it to conceal his
identity, the officers checked all roomers, eventually locat-
ing the one man who knew the suspect's name in Willa-
mina, Oregon. The long distance call gave the men his
name. They consulted Bureau of Identification files, find-
ing his record and picture. A methodical search of scores of
rooming houses turned up the man. His confession checked
in every detail with the way in which the officers had
reconstructed the crime.

Ahern is not even slightly reluctant to praise the work
of his men — the difficulty lies in stopping him. His principal
headache is manpower shortage; he pleads with department
heads for more inspectors in Homicide. At present the
detail has a total of seven men — less than one for every
100,000 persons in San Franisco. It consist of: Thoms J.
Cahill, senior man (next to Ahern), Ralph J. McDonald,
George D, Murray, Alfred J. Nelder, Jules Zimmerlin,
and Frank Baroni.

Within the group are four men who established an
enviable record while serving together in the department's
Accident Prevention Bureau — Cahill, Murray, McDonald,
and Nelder.

During recent months the Ahern name seldom appeared
in print without that of his partner, Tom Cahill, who
entered the police department only six years ago. Tactful
and unassuming, Cahill's efforts arc relentless and driving
on the most routine duties.

During his "tour" in Homicide, Ahern has worked on
approximately 300 murders. When a case is closed, he
tries to forget it, but the patterns of a new crime inevitably
parallels that of an old one, and he remembers the lesson
it taught.

Among the most well remembered homicide investiga-
tions in ^vhich Ahern participated are the following:

Donald Maycock — a soldier slain in August, 1938, by
three men and two women during a robbery. All five were
convicted and sentenced to life imprisonment.

David Ferrari — grocer killed in October, 1940, by five

ex-convicts — three from San Quentin, one from Texas
State Prison, and one from Arizona State Prison. All were
captured, individually, in five different cities in a ten day
whirlwind investigation. The captures were made in Los
Angeles, Long Beach, Reno, Oakland, and San Francisco.
Three of them died for the crime.

David Petrovich — another grocer murder by three rob-
bers in January, 194>. This case was cleaned up in 48
hours.

New Amsterdam Hotel fire — March, 1944, twenty-two
persons died at the hand of George Holman, an arsonist,
who was convicted on twenty-two murder counts, and
received a number of life sentences.

Winifred Cecil — a girl bus driver, robbed, raped, and
murdered by Louis Jackson January 4, 194'?. During the
succeeding three months prior to his capture, Jackson
raped a 14 year old girl, raped a young woman after
robbing her boy friend, and shot police Sergeant William
A. Albrecht of Southern Station during a rohber>'. Jackson
died in the San Quentin gas chamber.

Nick Dejohn — garroted in May, 1946, by persons still
fugitive. This investigation is "very active" and five mur-
der indictments may not be far away.

Inez Burns — proprietress of the largest and most notori-
ous abortion mill in San Francisco history. Powerful polit-
ical interests couldn't divert Ahern from the case. After
two trials and two years" appeals, Mrs. Burns and three
associates went to prison.

In the pre-war period, Homicide's men were kept jump-
ing by 30 to 3^ homicides yearly. During the last four
years, however, the average has practically doubled, Ahern
said, with 60 to 6^ cases being reported each year.

Frank Ahern has represented the law on many sanguin-
ary occasions. Witnessing man's inhumanity to man for
eleven years could have made him an antisocial and cynicaJ
person.

So, after all this, a respecting public should hold in
esteem a man who not only retains his faith in human
nature — but insists that people are fundamentlly good.

a report of the activities of the Association during its
short life. Chief Weight has done an outstanding job as
the Association's first secretary-treasurer and has won
many compliments for the splendid manner he has kept
the records of the Association and built up its treasury
in such an excellent manner.

Following Chief Weight, Chief Corby called to the
president's chair the newly elected president. Sergeant Jack
B. Wright of the Salinas Police Department. The new
president expressed the appreciation of the members of the
Association for the excellent job Chief Corby and Chief
Weight has served during the initial year of the organ-
ization. He said the great spirit of cooperation had been
attained among all law enforcement agencies of the county
and that it would be developed even farther.

He then presented Deputy District Attorney Lionel
Burr Scott who has been installed as the secretary-treas-
urer for the current term. The membership are convinced
that its new secretary-treasurer will continue to serve as
well as Chief Weight.

The new Vice President, Lieutenant Clyde Klaumann
of Monterey was introduced and made a few appro-
priate remarks.

President Wright announced the appointment of a
board of directors, naming the following:

Captain Gerald Page, CHP., Chief Corby, and Victor
Tibbs.

The Membership Committee is headed by Officer A. J.
Allegcr of the CHP assigned to Salinas.

The next meeting scheduled for August 9 was held in
Salinas with Sheriff Jack McCoy being the host.

It will be some time before any meeting of the Associa-
tion will exceed the party put on by Chief Corby in Kings
City July 15. He had two experts at barbecuing, former
cowboys who are now well known as law enforcement
officers, Deputy Sheriffs George Parsons and Edward
Harris, and how these boys turned out those steaks.
