There are four bailifs, four radio dispatchers, under
Technician Al Gilheau who service the sheriff's nine cars
and numerous small cities.
There are also four secretaries and stenographers.
Four men are assigned to civil work.
The most outstanding case Sheriff Sousa and his men
worked out so successfully was that of a Stockton bar-
tender who got a young woman to accompany him on a
trip. Her body was discovered near Roseville where it
had been dumped in a field and covered up. The woman
had been reported missing to the Sheriff's office and they
took over the search for the man who left Stockton
with her. They found the car had been dropped after
the woman had been murdered but they had the man's
name and following many trails they finally caught up
with him. He was Charles F. Thomasson. He was brought
back to California and faced a San Joaquin superior court.
He is now doing from ten years to life at San Quentin.

INSPECTOR RAUER OF SFPD RETIRES
Inspector Robert L. Rauer, a veteran member of the
San Francisco Police Department, was retired on October
H, 1948. Inspector Rauer entered the poHce department
in 1918 and was appointed to the Bureau of Inspectors
Inspector Robert Rauer
in 1925, working on many of the major details in the
Bureau of Inspectors.
He participated in the investigation and arrests in the
$311,000 diamond robbery case in this city in which a
salesman of a large New York diamond concern was
held up and robbed in this cit\-. The culprits were ar-
rested and sent to states prison and the enrire loot was
recovered. Inspector Rauer played a large part in the
arrest and convicrion of the Yacht Bandits who pulled
many large bank robberies all up and down the Pacific
Coast. He also played a large part in the investigation
and arrests in the Gough Street gangster case and many
other cases too numerous to mention. He has been cited
for bravery by the Police Meritorious Conduct Board on
many occasions for acts performed while in the De-
partment.
During his tenure in the department he has served
honorably in the department under such outstanding
•pohce officials as Chief D. A. White, Chief Daniel
O'Brien, Captain Duncan Matheson, Chief Charles DuUea.
Chief Michael Riordan. Captain Bernard McDonald, and
the present Captain of Inspectors James English.
During the past ten years he has been a member of
Lieutenant Samuel Miller's efficient Pawnshop Detail, and
here he has demonstrated his ability- as a police officer.

Since the city adopted a new city charter and dropped
the commissioner form of government, the Chief is re-
sponsible to City Manager Neal D. Smith, who in turn
reports to the city council.
All three of the Santa Cruz Police Captains are gradu-
ates of the FBI Police Academy. Senior is Captain Elmer
W. Geyer, who has been on the Santa Cruz force since
August, 1929. Captain Geyer is in charge of identifi-
cation, records, and administration. All his filing systems
have been re-organized to correspond to the FBI methods.
A native of the city, he personally knows almost every-
body in town, and can put his finger on data faster than
anyone else.
Captain Ben Krupp, a native of Michigan, has been
with the Santa Cruz department since 1934. He is in
charge of detectives at the present time, and is famed as
one of the best pistol shots in the area.
Captain Don Lynn, a member of the department since
1936, is in charge of traffic and the uniformed force at
present. He gained state-wide recognition this spring
through his role in uncovering the shake-down racket
which lead to the dismissal of Los Angeles policeman
Roland Rushton, and brought Attorney General Fred
N. Howser and a squad of investigators to the scene. In
his spare time, Lynn coaches the Santa Cruz Seahawks
football team which recently beat the University of San

The three shift Sergeants are Ray Carney, Anthony
Valine, and Roland (Buck) Dalman.
In recent years, the department has acquired modern
equipment to aid its work. Seven late-model cars are
available, and radio station KGZT has operated since
April, 1934. It recently switched to frequency modula-
tion (FM). Captain Geyer recalls that back in 1934,
money was so scarce in the city treasury that when Police
Station KGZT went on the air, the officers bought their
own receivers and installed then in the cars. It was not
until later that the city purchased the sets from the
officers.
In October, 1937, the Police Department moved into
the newly constructed city hall, and it was here that
Captain Geyer really could go to town with his files and
records. It also made things handier by having the city
jail connected with the police station.
Previous to that, the cir>' jail v,as blocks away in a
different part of the city. It was an old adobe building,
and it took two hands and a tremendous key to unlock it.

a prisoner was taken to the jail and then, while the officer
was busy with the lock, made a quick break for it down
the alley.
The modern record of the Santa Cruz Police Depart-
ment is not only reflected in the satisfaction of the citi-
zens, but above all in the cold figures which make up the
annual reports. Chief Al Huntsman is proud of this
record not only because it shows a satisfactory fulfillment
of his mission, but also because it proves what consistent
training and fore-sighted organization can achieve.
During 1947, 81 persons were charged by the police
with major offenses. Of these, 72 were found guilty, and
four were found guilty of a lesser offense. This includes
two murders, four rape cases, three robberies, eighteen
burglaries, and 26 auto thefts.
During the preceding year, 79 were charged for major
offenses, and 62 were found guilty as charged, while 10
were found guilty of a lesser offense.
The record on minor offenses is equally impressive. Of
1175 persons charged 989 were found guilty. This in-
