with the caretaker of a pretentious summer home. Before
she could start back a snow storm came up covering the
whole area with a deep snow fall. The mother was frantic
but Truckee officials quieted her fears and put in a call
for Constable Johanson. He made the trip to the summer
home, some nine miles down the river on skiis, carrying
a water proof pack bag on his back. He got to the place,
put the boy in the bag and returned to Tahoe city where
the mother showed up as soon as the highway was cleared
of snow.

Constable Johanson knows all the land around Lake
Tahoe, and he breaks trails with his snow shoes through
timber and brush and under wharves of the lake shore
and goes where automobiles or horses and but few other
men could go, and he always has his faithful dogs to help
him bring out stranded snowbound people. He can haul
as high as 1000 pounds on his sleds.

During the nearly 16 years Constable Johanson has
served the people of Tahoe City Township he has beside
rescuing many people, served legal papers, made arrests,
many of them important ones, delivered supplies to iso-
lated and snowbound areas and during 1935 to 1936
delivered mail to the men employed at the Chamber
Lodge mines the only contact these men had with the
outside world during the winter months.

He has made captures of wanted men for crimes ranging
from driving while drunk to murder. He got a recluse
near the sugar bowl who had hid out in a cave for a
long time and who made a practice of robbing summer
homes in the w.'inter, sneaking down to Sacramento, dis-
pose of his loot, stock up his cave with supplies and lay
low until the next winter. This lone crook was from
Chicago, and he changed his address to San Quentin.

One of his outstanding cases was the arrest of Vorhes
Newton wanted for the murder of his two children and

badly wounding his wife last year down in San Mateo
County. Constable Johanson grabbed Nev.ton who after
being turned over the the San Mateo authorities com-
mitted suicide.

Constable Johanson is Chief of the National Ski Patrol
for the Tahoe area which governs this great sport.

He has attended FBI training courses at Sacramento
and is a member of the State Peace Officers' Association.

One of his prides is the new jail erected for him by
the county, replacing the old antiquated structure that
served for many years.

There has been but mighty few bodies of missing people
reported to the authorities that Constable Johanson has
failed to locate in his jurisdiction. In fact the records
show that of the many so reported only two have re-
mained undiscovered.

Constable Johanson and his dog teams have been pressed
into service by motion picture companies who have shot
pictures in the high Sierra. Notably the picture "The
Call of the Wild." Others were "White Fairy," "The
Country Beyond," and "Rose Marie." All had settings
in snow covered areas and called for the use of dog teams.
Constable Johanson filled this demand with his knowledge
of the white wastelands and his well trained dogs where
important features that made these movies the big success
that followed their filming.

Constable Johanson dispels the belief that the Alaskan

dogs who ser\'e so well in pulling sleds over the sonw
and ice are vicious creatures. He claims they are the
kindest and most gentle of any of the dog kingdom and
the eight he has bear out his claims. They are well fed,
well kept and full of fun and make friends wth any and
all who call at the Constable's well-built and furnished
home. He constructed his residence all by himself.

He recounts how clever these huskies are. When he
feeds the animals he puts them on chains so that one
dog can't get to the other dogs food dish. One dog he
has, having finished his meal before the other did, looked
around and spotted the dish of the dog closest to him.
He went to the end of his chain stretched his front paws
toward the dish but was about two feet short. With the
loss of but a short time he wheeled around, backed up
toward the dish and with his hind legs dragged the food
laden dish where he could devour it, while the other dog
was busy with a bone he had taken from the dish and
had his back to the purloiner all the time.

It's been a might>' lucky thing for many people, that
Constable Johanson with his dogs, sleds, skiis and snow
shoes is such a willing and unselfish oflScer of the law.
Some of the people up that way predict he will be Sheriff
of Placer County one of these days. They couldn't get
a better man.

what was apparently a routine call. They, too, undoubt-
edly felt is couldn't happen to them, yet it did.

Nothing that I say here is an indictment for carelessness
on the part of any officer. I point these things out only
to high-light the fundamental fact that we must in the
course of our daily work deal with human emotions which
change with the rapidity of lightning. Thus, the time
for thinking is before the crisis arrives, not when it ar-
rives for upon its arrival we must depend upon previously
thought out reflexes.

During the first three months of 1947 in Oakland ten
officers engaged in gun fights. In San Francisco during
1947, 33 officers engaged in gun fights. Statistics from Los
Angeles reveal that out of the 3,000 officers graduating
from their Police Academy in two and one-half years,
1 2 per cent of them will be engaged in gun fights within
SIX months of their graduation. In 1947, 67 police em-
ployees throughout the nation were killed in line of duty
for a fatality rate of 4.58 per 3,000,000 inhabitants.

At the present time in Oakland, there is an average of
one gun fight a week. This may be a portent of the future.
I hope not, and I will continue to hope not. But while we
all continue to hope, which is a good salve for the soul,
let us continue to prepare, which is a much better armor
for the body.

You will all recall the roaring thirties when the mobs
of such criminals as Dillinger, Alvin Karpis, Pretty Boy
Floyd, and a host of other ran rampant across the country
shooting their way in and out of their planned crimes
and sometimes shooting just for the love of it. Those
were wicked and bloody days. They are a memory now.
But from all indications, it appears that those memories
are rising from the grave to take on form and substance
and to once again call on all law enforcement to meet
the challenge of flaming and ruthless guns.

The signs are unmistakable. The shooting of James
M. Regan in Chicago by unidentified gangsters in 1946,
the murder of Benjamin "Bugsy" Siegel in Beverly Hills
in June, 1947, the machine-gunning of Carl Shelton (once
leader of a notorious Southern Illinois underworld mob)
near Fairfield, Illinois, in October, 1947, are all indications
that powerful gangs are again girding for activity, A
study of the FBI case files reflects that new gangs are
forming and that old'time gangs are regrouping around
former underworld lieutenants or bosses now being re-
leased from prison or coming out of hiding and recruiting
young hoodlums who were juvenile delinquents a few
years ago.

The brains behind these gangs will plan their objectives.
But you and I as law enforcement officers must plan to
meet not only the brains but also the power which they
will use to execute their plans.

I bring this information to you for your considered
thought which the time for thinking is still available even
though it may be rapidly running out. If we all bear
these things in mind and use whatever opportunity there
may be, no matter how short the time may be, to anticipate
what we and the men in our departments may encounter
and to go fully prepared to meet any contingency, we can
perhaps change the expression "in line of duty" from an
obituary to a tribute to a man who will be there to bask
in its warmth.

office in 1932, previous to that he had been a deputy
sheriff, a dual job he still holds. He came up for election
in 1934 and was declared the winner, as he has been
every four years since. He knows the people of his area
and they know him and they appreciate the service he
has rendered during his nearly 20 years as a peace officer
of Lake Valley Township.

He has been a resident of the Lake region since 1916
and during the summer season, when tens of thousands
of people converge on the recreational centers of his town-
ship he sees that every law abiding visitor is given the
utmost in protection.

He and his wife have for years operated the Bren-Wood
resort, which is made up of modern cottages, drawing
guests summer and winter. It is located at Bijou at the
southern end of Lake Tahoe, and anyone stopping there
will agree that they make every effort to make a visitor's
stay one of pleasure and one long to be remembered.
