with a minimum of damage to trees left standing.

Mining around Placerville, which in the gold rush days
brought wealth to many, today continues to be an im-
portant factor in the economy of the district. This year's
estimate of gold, silver, lime and other minerals is placed
at $3,100,000.

Then you have livestock, cattle horses, pigs and sheep.
These add another $1,300,000 to the wealth of the
community.

All these industries gives employment to many men
and women, who during the year will draw down over
six million dollars in wages.

That's why Placerville has no down-and-outer class.
There is year 'round employment for all who are capable
and want to work.

Getting back to law enforcement in Placerville. This
little city has a population of some 5000 people, and
they are confined in an area of 1160 acres. The topog-
raphy of the town is as the first settlers laid out. Winding
streets with one main thoroughfare through the center
of the city.

Its Chief of Police is Marvin D. Killian and he has a
force of four men, all veterans of World War II.

Chief Killian was born in Salt Lake, Utah, and started
his career as a peace officer with the Oregon Short Line
in Pocatello, Idaho. Later he moved to El Segundo, Cali-
fornia, where he worked on the docks as a patrolman
for two and a half years, and 20 years ago came to

Placerville.

He joined the Police Department in 1932 and served
well as a patrolman, so well in fact that when Chief Ralph
Jones retired in 1942 after two years of service, he was
appointed to take charge of the Police Department.

When he became a Police Officer in 1932 Placerville
had a population of 3200. When he was made chief in
1942 it was a little over 3400, since them it has jumped
to 5000. The opportunity of employment, the year 'round,
the climate and the attractiveness of the location has
attracted many who came to stay for a short time but who
remained to become permanent residents.

Chief Killian takes pride in the record of his Depart-
ment and in his city since he has been Chief. Since that
time there hasn't been a major crime of any kind except
two safe cracking jobs that netted the perpetrators but a
couple of hundred dollars. There has been no bank rob-
bery during the past ten years, and the biggest burglary
was one a year or so ago when a store was broken into
and sustained the loss of two shotguns and some small
change.

Since he has been Chief there hasn't been a death from
an automobile accident and no serious accident resulting
in injuries to occupants or pedestrians. This is remark-
able when it is considered that through Placerville there
passes trucks carrying 60 per cent of the fruit, lumber,
cattle and minerals produced in El Dorado County, and
during the summer the county's population of 50,000 is
raised to 100,000 people enjoying vacationing in the
mountains and along the shores of Lake Tahoe. A large

portion of the lake in California is located in EI Dorado
County. These temporary residents are all transported
by autos, and a lot of tourists from the east come through
the town over route 50.

Bad check artists give the department most work of any
of the higher crimes.

There is an officer in a car at all hours of the day or
night under the old bell tower erected nearly a hundred
years ago in the plaza at the junction of Main and Cen-
ter streets.

There are five school crossings on the main street that
Traffic Officer Albert W. Frey with his trained Junior
School partol has kept free from injury or by an auto-
mobile any school child since the installation of the
School Patrol.

It's too bad more people don't know that from Placer-
ville, with its historic background came some mighty
prominent men who got their start in the roaring village
of "49. Here was where Mark Hopkins brought a supply
of groceries and opened a place that led him into being a
millionaire and prominent in the development of Cali-
fornia.

Here, too, Phillip D. Armour from a small butcher
shop in the then Hangtown, built up the great Armour
meat empire.

John M. Studebaker started in Placerville making
wheelbarrows and went back to his home in South Bend,
Indiana with a "stake" made in his California business
and built up the great Studebaker wagon factory, later
the Studebaker automobile.

James B. Hume, one time Sheriif of El Dorado County,
was so good at bringing in stage robbers, that Wells Fargo
Express Company hired him, and for 28 years he was
their chief special agent, creating a record of solving
many famous robberies and putting the crooks behind
the bars.

If you like good fishing or good hunting, you will find
it in El Dorado county and a lot of hunters and nimrods
converge on Placerville during the open seasons and go
forth and get their limits of trout, quail, deer and other
legal games. And if you go to Placerville making the
town your starting place into the higher mountains you
will find a law abiding community with a competent police
department, headed by an experienced and friendly Chief
— Marvin D. Killian.

charges of kidnaping, hurglar>', robbery and assault. The
officers who participated in this fast action were brought
up for extraordinary commendation.

Another night during this same week, word came from
Sacramento that two men had stolen a taxicab after hold-
ing up the driver. The men and taxicab were headed
for Stockton. A road block was thrown up and the fleeing
pair netted as soon as they hit Stockton's city limits.
Again Chief Parker was giving out commendations to
the officers who took the thieves into custody.

Officers in a patrol car spotted three escapes from a
CYA camp in a stolen car. They chased the boys, rammed
their car to the curb and captured two of the lads. Once
more during that week there were more commendation
ceremonies.

To complete the week men on patrol landed the drivers
of two stolen cars in the county jail where all city prison-
ers are booked, Stockton having no city prison. For their
alertness in probably preventing stickups the officers were
the center of one more commendation citation.

This innovation has paid off for it inspires all men on
the force to strive to win this high approbation.

We will follow up with a bit of statistical accounting
of how the crime rate is being lowered in Stockton, the
comparisons are for this year against last. If gone further
it would be even more impressive:

Robberies reported for 1948 to October 1 were ^8, for
a like period in 1947 the number was 94. Quite a drop,
and don't forget anyone who is robbed has no hesitancy
in running to the police with his unfortunate experience.

Murders in Stockton for 1948 numbered J, in 1947
there were 9 homicides.

Burglaries alone kept almost even in numbers, which is
extraordinary when the increase in population is taken
into account.
