Aggravated assaults dropped from 84 in 1947 to 53 in
1948.

Because of the big migrant transient population where
Orientals, Filipinos, Negroes and Mexicans and a lot of
white laborers converge on Stockton during the harvesting
seasons, there are considerable misdemeanor offenses com-
mitted. But these are not in proportion to the large num-
ber of the respective races, as on the whole this big cos-
mopolitan population are law abiding and have great
respect for the members of the Police Department.

Stockton rates high with other large California cities
in the turnover of prisoners, a great portion of which,
as stated above, are for misdemeanors. During the past
year there have been as high as 500 men at one time ar-
rested for minor offenses and confined to the San Joaquin
model jail farm at French Camp.

During the past year the Stockton Police Department
has been streamlined in several ways.

The fleet of 21 patrol cars have all been changed over
to three-way radio and not only that, all three wheelers
and solo motorcycles have likewise been changed over to
this most modern method of communication where the
orders go out from the headquarters to the men in the
cars, back from the men to the headquarters and from
car to car. We know of no other department which has
all their motorcycles equipped with three-way radio.

The photography quarters in the City Hall have been
enlarged and the latest in equipment for taking posed
pictures and photos on the scene of crime or accidents.

dark room.

Also the Department has a drunkometer to put into
action, and this device dees much to settle whether a
man is mixing too much gin with his gasoline.

One of the biggest changes is the record room. It occu-
pies more space than any other unit of the Department.
It: ic in charge of Captain Charles Monk, who joined the
Department February' 2, 1931. and was promoted last
January' 1 from a lieutenancy on the retirement of veteran
Captain Joseph Norris, who ended 29 years service in
the Department.

Under Captain Monk all records are funneled mto
hr. division fitted up with every kind of filing cabinets
and other necessary equipment. In addition to handling
r.ll records he has charge of training, personnel and the
patrol units. He has 64 men working under his direction.

He has had charge of training for some time, and he
will start an intensive program of training to perfect the
men of the department on a'l classes of law enforcement.
For on the first of January all men with three years service
or less will be started on a 106-hour course. It will also
be open to other members. This will be followed by a
40-hour course for all personnel in firearm training at the
shooting range at the airport. There is a provision in the
1949 city budget for the erection of a modem police
pistol range within the city limits, and when it is com-

pleted it will be the latest thing for the boys who have
to carry guns and he ready to use them when the going
demands the use of firearms.

In the first mentioned course the men are instructed
also in the use of Judo.

Under Captain Monk the patrol force is divided up
as in all up-to-date Police Departments, into three platoons.
The first platoon has 12 men as does the second and the
third or late night has 17 men, each with sergeants in
charge.

Captain Samuel King is, as he has been for years,
head of the Traffic Division. He has three AIB cars, five
three wheel motorcycles for servicing parking meters;
seven two-wheelers.

The death rate has been held down to that of 1947,
and Captain King's records show that drunk driving con-
tinues on a high level as it does in most all cities in
this state.

The Traffic Division has two sergeants, N. J. Joyce
and H. C, Purl, and the school safety patrol has four
men assigned to that important work. They are W. S.
Darling, in patrol car, W. B. Ayers, analyst, Ruth Oberst,
stenographer-clerk and Marguerite Gross, Clerk.

His accident investigation squad is made up of W. L.
Buckingham and H. Kingen, W. S. Stone, W. Shriver,
S. D. Limbaugh, J. Macey and J. P. Scheinden.

Meter Enforcement Squad — L. W. Dorwart, H. E.
Fisher, V. P. Nomellinie, C. J. McHugh and D. D. Berg.

Solo Squad— W. C. Madden, W. A. Saxton, C. G.
Bird, E. J. Delaney, T. M. Wagner, W. H. Hahrenfuss
and P. O. Bishop.

The Detective Division, headed by Captain Jack Mc-
Nabb, who on the first of the year was assigned from
the Patrol Division, with the retirement of Captain Norris.

Captain McNabb, with more than 23 years service as
a police officer, ranks high in solving all crimes committed
in Stockton. He is in charge of the Juvenile Bureau which
operates under Lieutenant H. A. Vogelsang, former Chief
of Police. He has working for him Officers M. Mazzera,
G. Woehrle, Thomas Long and M. Groom.

The secretary of the Detective Division is A. R. Cook,
a new position put in since Captain of Detectives Mc-
Nabb took over.

The Robbery Detail is in charge of Lieutenant G.
Copeland and stickup boys get a run for their money
when the Lieutenant and his detail take up the chase.
