MINIMUM STANDARDS

There have been many examinations designed to test
for these qualities with varying success. This is a field
for the trained psychologist. The State of California
Personnel Services is in a position to prepare and give
such examinations for a fee. There are certain private
agencies operating in this field. It would be easy to
recommend certain tests, but many private police training
schools make a practice of drilling their students in the
answers to many well-known tests thus destroying their
value.

Some cities require a knowledge of law in their exam-
inations thus eliminating many applicants of great poten-
tial ability. This practice seems doubly unfair when so
many departments frown upon preservice training.

Agility Tests

These are designed, as the name implies, to determine
if a candidate has the physical ability and coordination to
perform the duties of a peace officer. Frederick W.
Cozens, Professor of Physical Education, University of
California, has developed a test which serves this purpose
and is as follows :

Recruit Agility Tests

"The material submitted on agility tests is the result of
a review of such tests collected from many law enforce-
ment agencies throughout the state. All of the collected
tests studied appeared to have portions that were both
impractical and undesirable. The work on this material

resulted from a request made by the Minimum Standards
Committee of the State Peace Officers Association for a
listing of tests which might be used in recruiting through-
out the state.

"The following considerations, it was reasoned, should
govern selection of the tests if they are to be practical for
jurisdictions of all sizes, in many of which physical facili-
ties are limited :

"1. Score Range in Tests. Each test should show some
range of accomplishment. In many of the tests collected,
there were found to be events in which some participants
scored a zero, while in other tests all participants scored
one hundred.

"2. Time Consumed. In running all events simultane-
ously, which is necessary if a large number of candidates
are participating, the time of all events is controlled by
the time of the slowest event. An example of this is the
high jump, with three tries at successively greater heights.

"3. Facilities Available. Events should be such as can
be run off with the aid of facilities found at the average
small town high school. The events submitted require for
running off a minimum of two pieces of equipment ; a
stop watch for timing, and a horizontal bar suspended
between two uprights which may be varied in height to
accommodate the pull up and bar vault events.

"4. Tests involving danger to the participants should
be eliminated insofar as possible. Examples of dangerous
events are the 'mat dive,' which has resulted in broken
necks, and the 440 yard run, which has not infrequently

resulted in heart strain in the case of participants not
well physically conditioned.

"5. If it is true that the greater the number available
for selection, the better should be the quality of the em-
ployee, then it is believed that tests in which little
physical conditioning is required are more desirable.

"6. The viewing of candidates during the agility tests
is of material advantage to oral board members. To assist
such observers, each participant should be assigned an
entry number and this number should be attached to his
trunks or shirt; thus observers may make notes of their
observations and later identify these with the participant
by the number. This methed prevents confusion. The
most desirable tests to observe for this purpose are the
100 Yard Dash and the Sit-Ups.

"7. The events should test a ma.\imum number of
muscles and should give an index to a participant's co-
ordination.

"With these thoughts in mind, a member of our com-
mittee conferred with Frederick W. Cozens, Professor
of Physical Education, University of California, Berke-
ley. The scoring tables for each event are the results of
Mr. Cozen 's study of the records of tens of thousands of
achievement records for college and university freshmen.
Mr. Cozens asked that the scores of participants, together
with their heights, weights, and age be forwarded to him.

The score results were to be the principal basis for revi-
sion of the tests.

"Three of the tests and score ranges supplied by Mr.
Cozens were used in the testing of 1,447 applicants for
positions as law enforcement officers. The scores were
supplied to him and it was obvious that police applicants,
because of their greater average age, could not attain the
scores achieved by the college and university freshmen.
1.447, it was believed, was a sufficiently large number to
warrant revising the recruit scores down. This was done
for the tests used: pull-ups, the standing broad jump, and
the sit-ups. A proportionate score reduction was made
in the 100 yard dash and the bar vault.

"It will be appreciated if agencies using the tests will
continue to supply scores to serve as a guide for possible
future revision. The consultant suggests that an aggregate
score of less than 250 for the five tests should disqualify.

"Fatigue has some bearing on achievement; therefore,
it is suggested that should the events be run off singly,
it be in the following order :

1. Pull Ups. 3. Bar Vault.

2. Standing Broad Jump. 4. 100 Yard Dash

5. Sit Ups."

well'known peace officers who gave a lot of time to the
subject :

Chief Holstrom, Berkeley; Sheriff Gleason, Chief Don-
ald Wood, San Anselmo; Chief Robert Tracy, Oakland;
Ray Wallace, and former Chief Vernon Rasmussen of
Glendale; Captain H. W. Wallace, LAPD and David A.
Anderson State Coordinator, Los Angeles.

representing the State. He held the 1942 position as a
city pohce officer and the second one as a state law en-
forcement officer. He stated that the present board was
formed as an advisory board to the Director of Finance.
It was felt that it would be sensible to put it under the
Finance Division as it then would be possible for one
person to direct all the work and set up administration
personnel in all departments. He told of the work of the
Board in the allocation of stations and the study that is
made in this field.

The Board is endeavoring to have another teletype out-
let from the State to Oregon with the Oregon State
Police and expected it to be accomplished ver>' soon.

There are many surveys conducted by this Board and
the technical services of the Board are available to all
members should they ask for them.

He invited the peace agencies to request surveys as
this was the means by which various problems have been
solved.

The Board selected three persons to represent the state
police agencies at the last meeting of the Federal Com-
munications Commission and these representatives are
now recognized as doing the best work at this meeting
and doing more than any other representation except the
telephone companies, who have a large staff in Washing-
ton at all times. He urged that if any police agency has
any communication difficulty or problem, to be sure to
call upon the Department of Finance for assistance or for
a survey and everj'thing will be done to help at no expense
to the individual agency.

Chief Wisnom then thanked Chief Peterson for his
fine and instructive talk.

Warden Clinton Duffy had offered to hold the next
meeting at the San Quentin Penitentiary' and it was
moved, seconded and carried that his invitation be ac-
cepted.
