fidence of the people had served so long and well.

The pioneer Chief was a glutton for work and the peo-
ple saddled other responsibilities on him in addition to
being Chief of the Fire Department and the Police De-
partment he also served for years as head of the Public
Health and Safety Department and Chief Building In-
spector.

On July 1, 1947, Chico had grown so fast and so man\'
people were flocking to this prosperous community he felt
he had to give up either the Fire Department or the Police
Chief position. He decided he would stay with his first
love. He was glad to see one of his former Police Depart-
ment members, James R. Evans, who at the time of Chief
Tovee's resignation was LTndersheriff of Butte County,



appointed to succeed him as Police Chief.

Chief Tovee has 1 7 men in his modern equipped Fire
Department. It is up-to-date in every particular. He has
just acquired two new units of equipment, a $26,000 85-
foot hook and ladder and a 1000-gallon-a-minute pumper
engine, and another of these is on order.

Chief Tovee says they are the best made as the\- are
manufactured by the oldest fire engine factory in the
world, the American La France Co., of Elmira, N. Y.

retired a 1910 steam pumping engine, which is still in per-
fect condition, but outmoded with the advancement of
time.

Chico is one of California's most ancient cities. Its his-
tory dates back to 1843, the year General John Bidwell,
one of the state's most noted pioneers, first came to Rancho
Chico. In 1847 General Bidwell established his residence
on the banks of Chico Creek, and in 1849 he purchased the
entire Rancho Chico from W. Dickey who had acquired
it by grant from Mexico. In 1872 the town of Chico was
incorporated and in 1895 reorganized as a city of the fifth
class. In 1923 it adopted a city manager form of govern-
ment under which it still operates.

Sixty-five per cent of Chico's families are home owners,
and the white population amounts to 95 per cent, an un-
usual record for California cities, and especially of those
of the size of Chico which has a population of over 12,000.

The old Bidwell mansion still stands and is a part of
Chico State College property, and one of the city's famous
landmarks.

POLICE INSPECTOR MIKE'
DESMOND DIES

"Mike" Desmond has answered his last roll call. He
passed away on October 19. We could not pay a higher
tribute to Inspector Michael Desmond, who was a friend
of the editor of this Journal for SS years, than "that paid
by Carolyn Anspacher, the star writer of The Chronide,
which follows:

partment, died yesterday at St. Francis Hospital after a
brief illness. He was 73 years of age.

The hulking, bull-voiced Desmond was "Mike" to gen-
erations of San Franciscans. He was "Mike" when he
started as a rookie cop on August 8, 1907, and he was
"Mike" when he retired November 1, 194'i.

During his years on the force, particularly during the
quarter century he and his partner, Inspector Bart Kelle-
her, had the entire waterfront as their heat, Desmond was
known as a kind of Paul Bunyan, junior grade.

The legend of his colossal strength, plus the sight of
his six-foot, three-inch frame, reportedly so unnerved
miscreants they confessed to misdeeds about which Des-
mond knew nothing.

A Grin — A Brogue

Desmond had a grin that stretched from ear to ear. He
had a brogue so rich it could have been cut with a knife.
But the men who worked with him said Mike could be
harder than a cement sidewalk when he wanted to be.

Born in County Cork, Ireland, Desmond was a fisher-
man early in life. Then he turned to the deeper sea. They
say he stevedored when a fist was better than a freight
hook.

He pounded a beat — the waterfront — after he entered
the department and kept order. In 1923, when he was
promoted to detective sergeant, he still kept to the water-
front because he knew the sea and the men who sailed
the sea.

Desmond wasn't one of the modern fancy cops. He
worked without microscope or test tubes or laboratory.
But he managed to catch 12 out of 1.3 murderers who
operated in his district.

Back in 1915 won a police commission commendation
for catching the murderer of a fellow police officer, Ed-
ward Maloney. How he did it, Mike never told. He said
it was "common sense" that led him finally to a man with
a furtive look and one missing thumb.



A past president of the Dolphin Swimming and Rowing
Club and long was one of the organization's staunch
members, his swimming prowess twice stood him in
good stead.

In 1920 he risked his life to rescue Gerald H. Simon
of the Simon Millinery Company from drowning at the
Ocean Beach. More than that he saved Simon's horse from
the pounding surf. Desmond was a little embarrassed
when the matter was mentioned at the Hall of Justice.

In 1925 he won additional official commendation when
he saved a child from drowning at Capitola.

Desmond, who ruled the waterfront with an iron hand
(and occasionally, it was rumored, by condusting kangaroo
courts) played a prominent part in solving the mystery
of the missing gold bullion. The $20,000 worth of English
sovereigns disappeared from a safe aboard a Union liner.
Desmond ultimately found them hidden throughout the
vessel.

Desmond is survived by his widow, Mrs. Agnes Des-
mond; a son. Police Officer Michael Desmond, Jr., and
three daughters, Mrs. Robert Baar, Mrs. Robert Dumesnil,
and Miss Bernadette Desmond, all of San Francisco. The
lamily home is at 763 Thirty-first avenue.

Funeral services were held from the Memorial chapel
of Carew &' English, Masonic at Golden Gate avenue,
thence to St. Monica's Church where a Solemn Requiem
Mass was offered. Interment was in Holy Cross Cemetery.

RAY J. ROOT, SHERIFF OF
WASHOE COUNTY

Ray J. Root was elected and took over the office of
Sheriff of Washoe County in January of 1935. He has
been in office continuously since first elected and is now
serving his fourth term. Sheriff Root was horn in Vir-
ginia City, Nevada. He grew up in this famous mining
town and spent considerable time of his early youth work-
ing in the various mines and mills of that locality. He is a
veteran of World War I where he served as a non-com-
missioned officer with the famous 91st Division.

After being retired from the service he returned and
located in Reno and has remained in that city ever since.

Before becoming interested in law enforcement Sheriff
Root had been district sales manager for one of the major
(-il companies for the district of Nevada for a number of
years and later spent several years in the automobile busi-
ness with Buick and Cadillac.

We noticed a very tall, youngish looking lad packing
around a good sized cannon with him but seemingly
having a heck of a lot of trouble in making the target
stand still. We thought at first one of the regular cops
was letting his youngest boy shoot for him but discovered
it wasn't so as this lad was Jack Bagot from the Northern
Station and a full-fledged policeman. Someone tells me
that Bagot is the only policeman on the force who can
still blush.

When Otto Dietchy's name was called for the silver
platter award in the Marksman class there was a howl
went up that made the Boston Tea Party sound like a
mousy squeak. After re-checking, double checking and
cross-filing it was discovered Otto's name was supposed
to be in the Master Class. Otto was just as perplexed
as the rest of the gang when he was called for the award
and at this time the fog has lifted and Otto sees the light
now. Maybe a practical joke. Otto, who knows?

Some of the boys who shoot in these matches seem to
think the rangemen are either asleep or dumb, but such
is not the case. The San Francisco Police range has the
reputation all over the United States as being the best
