under conditions when they are not.

Three requests for Variances to the Zoning Ordinances were also
received and acted upon at public hearings. All three Variances were
granted without stipulations. A Variance is the waiving of strict
requirements of an ordinance when there is a showing of peculiar
conditions inherent in the property which causes a hardship under the
terms of the Zoning Ordinance. In other words a grant of a variance is
the relaxing of the strict interpretation of any provision of the
ordinance by the Board of Adjustment upon an appeal.

This Board is in dire need of two alternate members. The addition of
two more members to the Board of Adjustment would help
immeasurable to serve the Town in the coming years as the community
grows and more and more adjustments become necessary. Any
interested party should contact the Selectmen for particulars. Thank
you.

Respectfully submitted,

JAMES P. TAMMANY

Secretary

HIGHWAY DEPARTMENT REPORT

Winter maintenance for 1979 was a bad year. We had snow storm
after snow storm that turned to rain, and freezing rain. By the time you
got the roads plowed you were fighting an ice storm. We used tons and
tons of salt and sand trying to keep the roads open and passable. I
would Uke to thank all the men that helped during the snow and ice
storms, also the residents of the town for having patience until we got
the roads sanded and salted.

SUMMER MAINTENANCE

We spent a good part of the summer patching roads trying to keep
ahead of pot holes. Also installed new culverts on Hale True Road,
Sargent Road and Odell Road. These culverts that were installed just
replaced old stone culverts that had fallen down. We also did a T.R.A.
Project on Little Mill Road where we have had several accidents. I
would like to thank the land owners for letting us cut back some of the
banks sides of the roads. It gives us more room to put snow in winter.
Also, I would like to thank all of the men that helped on this project.

We also had to close Chapman's Bridge, Fremont Road, due to part
of the abuttment head falling down. I hope this will be taken care of at
Town Meeting.

Respectfully submitted,

ROBERT O. JOHNSON
Road Agent
