Notes of General Interest

War Manpower Commission

Executive order 9139, dated Apr. IS, 1942, established within the Office for
Etoergeucy Management of the Executive Office of the President a. War Man-
power Commission. The Commission consists of the Federal Security Admin-
istrator as Chairman and a representative of each of the following departments
and agencies : War Department, Navy Department, Agriculture Department,
Labor Department, War Production Board, Labor Production Division of War
Production Board, Selective Service System, and Civil Service Commission.
The Chairman, after consultation with the members of the Commission, formu-
lates plans and programs and establishes basic national jwlicies to assure the
most effective mobilization and maximum utilization of the Nation's maniwwer
in the pro-secution of the War.

The Executive order transferred to the Commission the labor supply functions
of the Labor Division of the War Production Board, the National Roster of
Scientific and Specialized Personnel of the Civil Service Commission, and the
Office of Procurement and Assignment in the Office of Defense Health and
Welfare Services.

Executive order 9247, dated Sept. 17, 1942, transferred to the War Manpower
Commission the Employment Service of the Social Security Board, the Na-
tional Youth Administration, and the Apprenticeship Training Service and the
Training Within Industry Service in the Office of the Federal Security Admin-
istrator. Certain matters concerning national defense administered by the
Office of Education were also transferred to the Commission.
