Muhlenberg Bicentennial Commission
The Muhlenberg Bicentennial Commission was established by Public law 209,
77th Congress, approved Aug. 16, 1941. The duty of the Commission, as pre-
scribed in the law, was to cooperate with representatives of Muhlenberg College
in extending appropriate courtesies to the delegates of foreign universities and
other foreign learned bodies or individuals attending celebrations in 1942 com-
memorating the two hundredth anniversary of the arrival in the American colonies
of Henry Melchior Muhlenberg, patriarch of the Lutheran Church in America.
Transportation Investigation and Research Board
Under provisions of title 3, pt. 1, of Public act 785, 76th Congress, approved
Sept. 18, 1940, the Transportation Investigation and Research Board was estab-
lished to operate for 2 years. The functions of the Board were to investigate
and report to the President and to the Congress its findings and recommendations
upon certain subjects of importance to national transportation for the improve-
ment of transportation conditions and to effectuate the national transporta-
tion policy.
Proclamation 2559 of June 26, 1942, extended the duties and functions of
the Board to Sept. 18, 1944.
War Shipping Administration
The War Shipping Administration was established within the Office for Emer-
gency Management by Executive order 9054, dated Feb. 7, 1942, in order to
assure the most effective utilization of the shipping of the United States for the
successful prosecution of the war. The Order also transferred to the Adminis-
tration the functions, duties and powers of the Maritime Commission with respect
to the operation, purcliase, charter, insurance, repair, maintenance, and requisi-
tion of vessels, and the issuance of warrants with respect to them. Executive
order 9198, dated July 11, 1942, transferred from the Coast Guard to the War
Shipping Administration the functions pertaining to the operation of the maritime
service, the merchant marine cadet and cadet officer training program and Federal
supervision over State marine and civilian nautical schools.

plete classification. Beginning with the November 1942 Catalog a list of New
Classification Numbers will be carried each month, and a solid circle (•), fol-
lowed by an item number if one is assigned, will be placed after the entry for each-
publication sent to Depository Libraries. The Monthly Catalog will serve there^
fore as a substitute for the Depository Invoice.
