under jurisdiction of United States, recording of sales, conveyances, and mort-
gages of vessels, and protection of steerage passengers. Those functions of
the Bureau of Marine Inspection and Navigation which dealt in their basic appli-
cation to the safety of vessels, the efficiency and welfare of the personnel of the
merchant marine, and enforcement of maritime laws, were transferred to the Coast
Guard. This Executive order became effective Mar. 1, 1942, and shall remain
in force until the termination of title 1 of the first war powers act, 1941.

Naval Observatory

Under the provisions of Executive order 9126, dated Apr. 8, 1942, the duties and
functions of the Naval Observatory, formerly under the Navigation Bureau of the
Navy Department, were transferred to the cognizance and jurisdiction of the
Naval Operations Office, Navy Department, to be administered under the direc-
tion of the Secretary of the Navy.
