At the breaking out of the Civil War Jlr. Sanford enlisted in
the First Connecticut Light Artillery and went to South Carolina.
He took part in several battles around Charleston. Health failing
him he was given an honorable discharge after two years' service.
He then became one of the superintendents of the Scovil Mfg. Co.
at Waterbury, Ct.

He had one child by each marriage.

from Worcester Academy, Worcester, Mass., he tvent to Nashville,
Tenn., and attended Vanderbilt University, but finished his college
work in Dartmouth College, where he graduated as A. B., in 1889.
Shortly after graduation he went to the Pacific Coast where he was
connected with the editorial management of several newspapers
in San Francisco, Tacoma, Seattle, and Portland, Oregon. While
associate editor of the ' ' Telegram ' ' at Portland, he was appointed,
in 1894, by President Cleveland as United States Minister to
Siam, where he served until 1898. In 1898, he was sent as War
Correspondent, by a number of American Newspapers, to the
Philippines, where he remained until 1899. From 1899 to 1901 he
traveled in the Par East making commercial investigations on behalf
■ of Chambers of Commerce and Boards of Trade in the United States.
In 1901, he was appointed delegate of the United States to the
Second Pan-American Conference, which was held at Mexico City.
He was Commissioner General of Foreign Affairs for the St. Louis
Exposition in 1902 and 1903, American Minister to the Argentine
Republic in 1903-4, American Minister to Panama 1904-5,
American Minister to Colombia 1905-6. Early in 1907, he was
appointed, by a unanimous vote of the representatives of The
twenty Latin-American Republics in Washington, Director of the
International Bureau of the American Republics, an institution
devoted to the development of closer commercial, political and
diplomatic relations among all the nations of the western hemi-
sphere.
