Report of the Department Surgeon.



Cincinnati, O., January i, 1902.

To the Honorable Board of Fire Trustees :

Gentlemen, — I hereby submit the medical report for
the year ending December 31, 1901.

The physical condition of the men is of paramount
importance to the department, and can only be appreciated
by considering the following statistics.

There were sixty - eight cases of sickness ; four of a
serious nature ; two died from natural causes. Days lost
on account of illness, 1,1985^ ; number of days lost by
illness during the year 1900, 1,369; a net decrease of
l^o\{ days.

There were sixty-nine cases requiring surgical attention,
of which number eleven were of a serious nature. One
died from injuries received while on duty ; one killed while
on leave of absence ; one suicided. Number of days lost
by injuries during the year 1901, 1,910)4^ ; number of days
lost by injuries during the year 1900, 998.^^^ \ a net increase
of 912 days; thus showing that the men are more prone to
accidents than to sickness.

These conditions existing, and in comparison with the
statistics of other departments of the first class, shows that
the Cincinnati Fire Department "Leads all the rest."

In conclusion, permit me to again thank your honorable
board, fire marshals, and members of the department for
their confidence and uniform courtesy that has been accorded
me the past year.

AN ACT

To Establish a Board of Fire Commissioners in Cities of the
First Class, having a Population of Two Hundred Thou-
sand AND OVER, TO REPEAL SECTION FOURTEEN OF AN ACT

therein named, and for other purposes



Section i. Be it enacted by the General Assembly of the State of Ohio,
that the management and control of the fire department in all cities of the
first class, having a population of more than two hundred thousand, shall be
vested in a board of fire commissioners, to consist of five members, and who
shall be residents of such city, who shall hold office for the term of five
years, except that the term of those first appointed shall be one, two, three,
four, and five years respectively, and they shall be appointed by the police
judge of such city ; and thereafter one member of said board shall be
appointed annually by the mayor of such city, by and with the consent of the
common council thereof; and all vacancies in said board shall be filled by
said mayor in like manner ; and all members of said board shall serve with-
out compensation.

Sec. 2. That immediately after the taking effect of this act, and the
appointment of the commissioners provided for in the first section of this
act, said board of fire commissioners shall organize by the selection of
one member thereof as president, and who shall preside at all meetings of
said board, and serve as such for one year, and thereafter a president shall,
in like manner, be selected each year.

Said board shall have power to appoint a fire marshal, who shall be the
executive oflficer of the board, and have the active management of the fire
department when in service, and such number of assistant fire marshals
as may, in the judgment of said board, be required for an effective manage-
ment of the department. The term of ofiSce of such marshal and assistants
shall be for three years, and until their successors are appointed and qualified.
^ Said board shall also appoint such other officers and employes as may be
necessary for the efficient management of the department, who shall hold

their positions until removed by death, resignation, inefficiency, or for causes
hereinafter specified.

Said board shall fix the salaries and prescribe the duties of the fire
marshal and assistants, and of all officers and members of the department,
and incompetency, permanent disability, insubordination, or violation of any
of the rules and regulations of the board shall be deemed cause for suspen-
sion or dismissal.

No officer pr member shall be appointed, or after appointment be
removed, on account oi' his religious or political opinions ; nor shall they
participate in any political conventions or primary convocations of any
political party whatever.

Sec. 3. The said board shall hold regular meetings at least twice each
month, and oftener if deemed necessary by the president. Special meetings
may be held on the call of any three members, and notice shall be served
upon members of all meetings, whether regular or special. A majority of
the members shall be necessary to order the expenditure of money or to
make any contract, and the vote upon the same shall be taken by yeas and
nays, and entered upon the minutes. They shall cause accurate record to
be made of all their proceedings, which shall be received as evidence,
when certified to by the secretary. They shall have power to make such rules
and regulations for the government of the department as may be found
necessary from time to time, which shall have the power and effect of
ordinances when approved by the common council.

Sec. 4. The said board shall have power to make all necessary repairs
of houses, engines, or other apparatus belonging to the department, and to
contract, in the name of the city, for new houses or apparatus : Provided^
