The returns for the nine months show a net loss to the De-
partment of $1,934.27 under the present metered rates, showing
that the metered system instead of costing the property owners
more would, on the 'Whole, be a saving to them, provided the
-water was sold at 5 2-3 cents per 1,000 gallons, the price now
charged for manufacturing and elevator purposes, etc.

REPORT OF WATER BOARD 445

HExNEFIT TO METERED WATER USERS BY
ADOPTION OF FLAT RATE.

That metered water users have benefited by the adop-
tion of a flat rate for metered water is shown by the follow-
ing table, which gives, the consumption and net cost of me-
tered water to consumers for 1904, the last year under the
sliding scale of three rates, namely 15 cents, 10 cents and
5 cents per 1000 gallons, less 20 per cent discount, and the
consumption and net cost to the same consumers for the
twelve months ending November 1, 1907, under the flat rate
of 5 2-3 cents per 1000 gallons, less 10 per cent discount for
prompt payment.

Table showing gallons of water used by metered water takers
in 1904 under the old rates, namely, 15c, 10c and 5c per thous-
and gallons, and gallons used by same takers in 1007 under the
new rate, namely, 5 2-3c per thousand gallons, same to all users:
