We, the Coiomisdoners for administering the
Laws for Belief of the Poor in Ireland, send
greeting.

Wherbas in pursuance €f£ the provisions of the
Acts in force for the relief of the destitute poor
in Ireland, and of an Act passed in thethirteentli
year of the reign of Her present Majesty, Queen
Victoria, intituled, ^'An Act to auliiorize a
^irther advance of money to certain distressed
poor law unions, and to make provision for the
repayment of advances made and authorized to be
made to poor law unions and other districts, in
Ireland," we, the CommisM oners for administering
the Laws for Belief of the Poor in Ireland,
by a certain General Order under our Seal, beaiv
ing date the twenty-eighth day of June last, did
prescribe the Porms in which rates should there-
^ter be made in the several unions in Ireland^
and the particulars which should be contained in
the rat^-books of the same, and we did direct thart;
a note should be placed in the first page of eveiy
snch rate-book, for the guidance of the Clerk of
tha Guardians, containing among other things

passed in the Session of Parliament held in the

sixth and seventh years of the reign of Her present

Majesty, intituled, "An Act for the further

Amendment of an Act for the more effectual Relief

of the destitute Poor in Ireland :

And whereas so much of the said provision in
the last-recited Act contained as relates to the
said boroughs has been repealed by an Act passed
in the Session of Parliament held in the thirteejith
and fourteenth years of the reign of Her Majesty,
intituled, "An Act to amend the Laws whidi
regulate the Qualification and Begistration of Par-
liainentary Voters in Ireland, and to alter the Law
for rating Immediate Lessors of premises to the
Poor Bate in certain Boroughs ;" and it has been
by the said Act enacted among other things as
follows : " That whenever from and after the pass-
ing of this Act the net annual value of the whole
of the rateable hereditaments in any electoral
division situated wholly or in part in any of the
boroughs of Dublin, Cork, Limerick, Belfast, or
Waterford, occupied by any person or persons
having no greater estate or interest therein than
a tenancy from year to year, or holding under a
lease or agreement, leases or agreements, made
after the passing of the said last-recited Act, shall
be rated for the poor rate under the value of eight
pounds, the rate in respect of such -pvopertj shall,
after the passing of this Act, be made on the
immediate lessor or lessors of such person or
persons ; and if at the time of making any such
rate the name of the immediate lessor be not
accurately known to the persons making the rate,
it shall be sufficient to describe him therein as
^ the immediate lessor,' with or without any name
or further addition, and such rate shall be held to
be duly made on him by such description, and
shall be recoverable from him accordingly, not>
withstanding any error or defect in his name or

And whereas it is expedient to amend the said 9 gll^iftlo
General Order in respect to the note directed to —
be placed in the rate-books for the guidance of
the Clerk of the Union as aforesaid :

Now, therefore, we, the Commissioners for
administering the Laws for Belief of the Poor
in Ii'eland, acting in pursuance of the powers
given to us by the said hereinbefore recited Acts,
do hereby order, direct, and declare, that every
rate to be made by the Guardians or other officers
competent to the making of a rate, in every union
named in the Schedule hereunto annexed, shall
hereafter be made in one of the Forms hereinafter
set forth, as the case may be, that is to say, in all
unions or parts of unions not comprised within
any of the boroughs named in Schedule A or
Schedule B annexed to an Act passed in the
fourth year of the reign of Her Majesty, intituled,
" An Act for the K^ulation of Municipal Cor-
porations in Ireland," or within any other town
to which a charter of incorporation may under
the said Act be granted, the rate shall be made in
the Eorm No. 1 hereunto annexed; and in all
unions or parts of unions comprised within any
of such boroughs the rate shall be made in the
Form No. 2 hereunto annexed

1. If the name of any immediate lessor who is cated becante
the net annual value of the property does not exceed £4, la
not accurately known, the words '* Immediate Lessor'* mnft

2. Before rating any immediate lessor on the above ground,
it must be ascertained that the occupier of the tenement does
not eccupy any rateable hereditaments in the union of such
annual Talue as to make the whole exceed £4; if he doea, the
occupier of the tenement and not the immediate lessor must
be rated for it.

8. Care must be taken not to rate the immediate lessor of
any tenement not exceeding £4, wherein the occupier has a
greater estate or interest than a tenancy from year to year,
unless that interest has been created by any lease or agreement
made since the passing of the Act 6 & 7 Yic. cap. 92, (24th
August, 1848,) in which latter case the immediate lessor must
be rated.

4. Where the immediate lessor is rated in rirtne of an
agreement with the Guardians, he must be rated by his
name.

5. In the ease of hereditaments exempt from rating under
the Act 1 & 2 Vic. c. 56, the amount of Tent received by any
person in respect of the same should be inserted in the column
headed ** Net Annual Value,** and the sum to be inserted in
the column headed ** Amount of Bate," must, io respect of
SQch hereditaments, be calculated on the amount of such rent
at one-half the poundage of the rate.

6. The name of the townland is to be inserted at the head
of each page which contains any of the tenements in snch
townland ; and wherever the rating of tenements in another
townland commences, the name of such townland is to be
inserted as a heading; and the proper poundages for each
townland are to be stated after such heading.

7. After the name of each townland, where mentioned in the
nte-book, must be stated the name of the barony or hall-
barony, as the case may be, in which it is situate.

1. If the name of any immediate lessor who is rated because
the net annual value of the property does not exceed £4, or
does not amount to £8, as the case may be, is not accurately
known, the words *^ Immediate Lessor** must be entered in the
proper column instead of the name.

2. Before rating any immediate lessor on the above ground,

be for an electoral division containing any part of any of the

the case may be, wherein the occupier has a greater estate or
interest tlum a tenancy from year to year, unless that interest
has been created by any lease or agreement made since the
passing of the Act 6 & 7 Vic cap. 92, (24th August, 1848,)
in which latter case the immediate lessor must be ratod.

4. Where the immediate lessor ia rated in virtue of an
agreement with the Guardians, he must be rated by his name.

5. In the case of hereditaments exempt from rating under
the Act 1 & 2 Vic. c. 56, the amount of rent received by any
person in respect of the same should be inserted in the column
headed '* Net Annual yalue,*'and the sum to be inserted in the
column headed *^ Amount of Rate,'* must, in respect of such
hereditaments, be calculated on the amount of such rent at

G. The name of the townland is to be inserted at the t^ad
of each page which contains any of the tenements in such
townland; and wherever the rating df tenements in another

To the Gttakdians of the Poob of each of the Nonow
TTnions named in the Schedule hereunto an- ^^^
nexed, and to aU other persons whom it may ^ o»« «
concern. —

Wheeeas, by an Act passed in the First and
Second Years of the Reign of Her present Majesty,
intituled, "An Act for the more effectual Kehef
of the destitute Poor in Ireland," it w enacted,
that before any rate shall be levied, the Guardians
shall in such form and manner as the Coiumis-
sioners shall direct, publish a notice of the same
having been made : j • xi

And whereas, by another Act, passed m the
Twelfth and Thirteenth Years of the Reign of
Her said Maiesty, intituled "An Act to amend
the Acts for the more effectual Relief of the
destitute Poor in Ireland," it is enacted, that the
G'uardians of the Poor of the several unions
shaU, before the making of every rate, leave the
rate-books open for the inspection of any rate-
nayer between the hours of ten in the forenoon
a^d four in the afternoon, during fourteen days
at the least before the making of every such rate,
and that the Guardians shaU give the same pubhc
notice of the deposit of such rate-books for in-
gpection as they are now required to give m .

iWAwriSk ^^ hereby, in punmance of the pfOTisions of the
— said recited Acts, direct as follows : —

1. The noti«e of the deposit of the rate-books
for inspection, required by law to be given b^ore
the signing of the rate, shall be in the form No. 1
to this Order annexed, or as near thereto as the
circumstances will admit.

2. Notice of the rate having been made shall be
published in respect to every rate before the same
shall be levied, and such Rotice shall be in the
form No. II. to this Order annexed, or as near
thereto as the circumstances wiU admit.

3. Such notices shall be published in every
electoral division of the union on which such rate
may be made, or intended to be made, in the
accustomed mode of giving public notices in such
electoral division, by posting it on or near to the
principal doors of every church and chapel in such
electoral division.

And we do hereby rescind so much of eveiy
Order heretofore issued by the Poor Law Conunia-
sioners, or by the Commissioners for administering
the Laws for Relief of the Poor in Ireland, as is
in any way afiected or altered by this Order.

is made for the adjustment of the liabilities of the several
townlands comprised in the said union, on the change of
boundaries which took place in pursuance of the Order of the

demnifying such townlands for any loss or exchange of
property occasioned by such alteration of boundaries ; and by
the said first-mentioned Order the balance^ standing in favour
of or against the several townlands of the said union, on such
adjustment and indemnification, are declared and set forth :
the amount of such balances (when they are in favour of the
townlands) will be deducted from the amount to be levied on
such townlands in respect of the rate to be made as hereinbe-
fore mentioned on the electoral divisions in which such town-
lands are respectively comprised ; and the amount of such
I>alance8 (where they are against the townlands) will be
added to and levied with the amount to be levied on such
townlands in respect of the rate to be made as hereinbefore
mentioned on the electoral divisions in which such townlands
are respectively comprised." I

The rate-books are deposited for the inspection of any rate-
payer at , and will l>e there open for such inspec-
tion, between the hours of ten o'clock in the forenoon and four
o^clock in the afternoon, during the fourteen days next
enaoing the date hereof, exclusive of Sundays.
