TOWN WARRANT FOR 1974

To the inhabitants of the Town of Seabrook i,n the County of
Rockingham, in said State, qualified to vote in Town Affairs:

You are hereby notified to meet in the lower hall of the Seabrook
Firemen's Association Building, Route 286, on Tuesday, March 5, 1974, at 9 o'clock
in the forenoon and to cast ballots until at least 6:30 o'clock in the evening of the !
same day, and to meet in the upper hall of the Seabrook Firemen's Association
Building, Route 286, on Thursday, March 7, 1974, at 7:30 o'clock in the evening
to act on the following articles:



ARTICLE I: To elect by Non-partisan ballot: One Selectman, and one
Assessor for a term of Three (3) years; One Trustee of the Trust Funds for a term
of Three (3) years; a Road Agent; a Chief of Police; a Chief of the Fire Depart- •
ment; Three (3) Constables; Two (2) members of the Budget Committee for a term
of Three (3) years; a member of the Park Commission for a term of Three (3)
years; and any other officers for the ensuing year.

ARTICLE II: To choose two (2) delegates to the Constitutional
Convention.

ARTICLE III: To see if the Town will raise and appropriate the sum
of $1, 365,000. 00, said amount to be raised by the issuance of bonds or notes of the
Town, the discretion of fixing the date, maturities, denominations, interest rate
or discount rate, place of payment, form and other details of said notes or bonds
and for providing for the sale thereof to be delegated to the Board of Selectmen; for
the purpose of adding to and improving the municipal water system and the acquisition
of such real estate as is necessary for the project.

ARTICLE IV: To see if the Town will vote to authorize and empower
the Selectmen to contract for or accept grants of federal or state aid or both for
said project thereby giving the authority to borrow in anticipation of said aid.



ARTICLE V: To see if the Town will vote to authorize the Selectmen
to borrow money in anticipation of taxes and to renew and refund Town notes.



ARTICLE VI: To see if the Town will vote to revise the salaries and
wages of Town officials and employees.



ARTICLE VII: To see if the Town will vote to authorize and empower
the Selectmen to appoint such permanent police officers, firemen and employees
for all other departments of the Town as they deem necessary.



ARTICLE VIII: To see if the Town will vote to authorize and empower
the Selectmen to accept Federal and/or State and ^or other funds to be applied to
the salaries of Town employees.



ARTICLE IX: To see if the Town will vote to authorize and empower
the Selectmen to accept Federal and/or State and/or other funds to be applied to
the purchase of a new automobile for the Traffic Safety Department or to the
purchase of other equipment for the use of the Town.



ARTICLE X: To see if the Town will vote to raise and appropriate
the sum of $2,500.00 for the purchase of a new automobile for the Traffic Safety
Department .

ARTICLE XI: To see what action the Town will take regarding the
balances of the Special Appropriations: New Lands, $1, 342.47 and Cross Beach
Road, $4,385.00,

ARTICLE XII: To see if the Town will authorize and empower the
Selectmen to sell and convey those premises owned by the Town, whether acquired
by Tax Collector's Deeds or otherwise, which are within the perimeter of the
following bounds:

North of the Mill Creek,

South of Brown's River,

East of a line which is perpendicular to the

end of Rocks Road,
West of Route No. lA.

at private sale, upon such terms and conditions as the Selectmen, in their
discretion, deem to be in the best interest of the Town, and to execute such
agreements, deeds, or other documients necessary to accomplish the same.



ARTICLE XIII: To see if the Town will vote to discontinue the Road
known as Rocks Road from a point 1200 feet Westerly of the Boston and Maine
Railroad Track to the Easterly terminus of said Road and to convey any right,
title or interest therein to Properties, Inc. - said discontinuance and conveyance
to be subject to the condition that Properties, Inc. provide and maintain a road
for owners of property and the public for access to their property and to Rocks Road
Dock and not be effective until said road has been provided.



ARTICLE XIV: To see if the Town will authorize the Selectmen
to expend the Highway Subsidy provided by the State of New Hampshire pursuant to
the provisions of RSA 241:14, as amended, for the purposes defined in said
statute .



ARTICLE XV: To see if the Town will vote to raise and appropriate
the sum of $30, 000.00 to be used in the preparation of a report for sewerage and
sewage treatment facilities, including such land acquisition, easements,
rights-of-way, surveys and borings as are required.

ARTICLE XVI: To see if the Town will vote to authorize the
withdrawal from the Revenue Sharing Fund established under the provisions of the
State and Local Assistance Act of 1972 for use as set-offs against budgeted
appropriations for the following priority purposes and in the amounts indicated
or take any other action hereon:

ARTICLE XVII: To see if the Town will vote to raise and
appropriate the sum of $60, 000. 00 to be added to the Capital Reserve Fund
