The Tax Collector should take immediate steps to enforce collection or
issue tax deeds to the Town for these outstanding tax liens if possible. We have
reserved $26,914 on the General Fund Balance Sheet as questionable to be collected.

Implementation of a Mechanical Accounting System

We recommend that the Town consider the implementation of a mechanical
accounting system that would perform multiple accounting functions in a single
operation, thereby eliminating duplicate record keeping and facilitate monthly and
year-end reporting.

Payroll Account

In the 1976 audit report issued by the State of New Hampshire, a comment
was made regarding custody of the payroll account being in the hands of the payroll
clerk instead of the Town Treasurer. The transfer of this account to the Town
Treasurer was being initiated at the time of this audit.

Water Department

Also in the 1976 audit report issued by the State, and dated January 24,
1978, it was mentioned that the posted budget of the Town of Seabrook did not contaii
the Water Department appropriation and revenues as required by the Municipal Budget
Law which has been adopted by the Town of Seabrook. Our examination disclosed that
the same situation existed in 1977 but has been corrected for 1978.

cooperation in providing us with the documents necessary for completion of the

NOTES TO FINANCIAL STATEMENTS



Sianmary of Significant Accounting Policies



Funds



Under governmental accounting, self-balancing financial statements are
prepared for each fund. A fund is defined as an independent fiscal and accounting
entity with a self-balancing set of accounts; recording cash and other resources
together with all related liabilities, obligations, reserves and equities which
are segregated for the purpose of carrying on specific activities or attaining
certain objectives in accordance with special regulations or limitations. Please
refer to the exhibits enumerated in the table of contents for the funds included
in this report.



Accounting Method

The general accounting system of the Town of Seabrook is on the cash
basis except for the accountability of taxes and substantial accounts receivable.
It is the practice of the Town to carry forward unexpended capital expenditure
appropriations, representing those expenses which are committed or actually incurred.
General operating expenses are budgeted on a twelve-month basis. Routine bills
received after December 31 are included in the subsequent year's budget. This
practice is consistent with that of the preceding fiscal years.



General Fixed Assets

The Town does not maintain a record of fixed assets. Accordingly, a
report of this type fund was not included within the scope of this audit.
