It has been found necessary once again to enlarge and develop the Municipal Year
Book, and the present edition contains nearly 300 pages more matter than its
immediate predecessor. The familiar features have been thoroughly revised, and in
many cases extended, and a special effort has been made to trpat Scottish Local
Government on lines as generous as those hitherto followed in regard to England and
Wales. Further, the book has been rearranged with the object of facilitating its use
as a work of reference.
The new sections include those devoted to minor local government bodies such as
burial, harbour, dock and pier, port sanitary, joint hospital, and joint water and gas
authorities ; a digest of leading cases, and the text of the Acts of Parliament affecting
local government that were passed in the Session of 1907 ; the Report of the Depart-
mental Committee on- Local Accounts; and a "Labour" section, which incorporates
specimen " fair wages " clauses in corporation contracts, tables showing the wage and
labour conditions of various classes of municipal employees, &c. The " Municipal
Trading-*' section is considerably extended, and in the housing section will be found
some valuable information respecting Town Planning.
As for the general scheme of the book, a brief review is given of the work of each
local authority in alphabetical order, under the name of the city, town, or district, and,
wherever possible, the statistical and other information is arranged in a series of
sections in tabular form. The advantage of this method is that while the figures relating
to particular enterprises are easily accessible, there is presented at the same time a
complete analysis of municipal activity throughout the countr>^ In this way, those
referring to the volume can obtain statistics required for general comparative purposes
with no more trouble than is needed to secure the figures for any individual authority.
